This report is consistent with what Microsoft Gaming CEO Phil Spencer said in February, when he promised that Xbox Cloud Gaming would begin streaming support for games it owns before the end of 2024. In doing so, the service will compete more directly with services like Boosteroid. And Nvidia's GeForce Now already lets users play (some) games they already own on other platforms via the cloud.
Xbox Cloud Gaming is currently an exclusive benefit of Xbox Game Pass Ultimate. But once users are finally able to stream games they own, the service could become powerful enough on its own. Microsoft appears to be aware of this possibility, and recent reports suggest that the company is currently considering creating a cloud-only Xbox Game Pass tier.
