Somehow, Rocks survives the God Valley incident and eventually changes his way of life, becoming a doctor trying to help as many people as possible on Drum Island.
It may sound strange, but let's look at some of the evidence behind it. First, Hiriluk explains that in his youth, about 38 years before the main story, he was an evil man and thief and was somewhere in the West Blue. Plus, it's also been confirmed by Sengoku that Rox was probably the most evil pirate around who tried to become King of the World, and that God Valley was in West Blue before it was wiped off the map, so the timeline and locations already add up.
One day, Hiriruk was diagnosed with an incurable disease, and he claimed that he had seen beautiful cherry blossoms, which not only cured him of the disease, but also removed the evil in his heart, so instead of taking the cherry blossoms away from him, he began helping others. Rocks, who somehow survived God Valley, eventually made his way to Drum Island and became a doctor. It would be a stretch to reach that conclusion, but it is certainly credible that it happened.
