Oda has already revealed why Loki will not join the Straw Hat Pirates.

After the East Blue Saga, the monster trio consisted of Luffy, Zoro, and Sanji. Together, the three won many important fights and helped their crew overcome several obstacles. It's safe to say that without them, the crew wouldn't have reached the New World as far as they did.

Luffy, Zoro, and Sanji are all capable fighters, but not on the same level. Luffy is head and shoulders above the two, as proven by his victories over Kaido, Katakuri, Lucci, and Doflamingo. Meanwhile, Zoro and Sanji are at a similar level. If Loki were to join the crew, he would immediately become the second strongest member after Luffy. Loki hasn't fought anyone yet, but he has several statements that indicate his power. It is said that only Shanks was able to stop Loki's rampage in Elbaf. Considering that Gavan was also in the countryside, it means that Loki was stronger than him.
