The exact reasons behind each character vary, but most of them are unified in that the narrative, for better or worse, seems to have left them with no easy way back. 7 Nero

Nero was a member of Cipher Pol 9 (CP9), who only knew four of the six Rokushiki techniques and did not learn them from Tekkai and Shigan. Despite being behind most of his opponents, he was able to hold off Franky for a significant amount of time. Nonetheless, due to his own relative inexperience, he was expelled after repeated failures. He was injured by Rob Lucci and thrown into the ocean during a storm known as Aqua Laguna.

There is still no official confirmation that Nero died, and it is unlikely that he could have somehow survived the storm. But even if this were true, it still wouldn't make any more appearances. This is because Nero is fundamentally too unimportant a character to declare definitely dead. Perhaps he could be reunited at the end of the series with the other non-dead characters, but given his immoral nature, likelihood of death, and relative importance, there's almost no way to push him back into the series.

Hody Jones is one of the first serious villains of the Post-Timeskip era. one piece. He is the captain of the new Fishman Pirates, blindly supports Arlong's ideals, and knows nothing about the humans he claims to hate so deeply. He attempts to take over Fishman Island by force, using it as a springboard to enact a nebulous plan to take over the world. But despite all his words, he and his crew proved no match for even the highest ranking soldiers on Fishman Island without some form of support.

To achieve this, they continuously consumed energy steroids, which temporarily enhanced their physical strength. This caused premature aging, but also gave me more strength. But not only did these steroids fail to prevent their defeat, they eventually aged them beyond the point where they could fight. Hody in particular took the most steroids and seemed to suffer more than his peers. They were all imprisoned for their crimes.

Considering the rapid aging and declining interest in the fishman supremacy group in the larger story, there seems to be little reason for Hordy and his group to properly return.

3 Enel

Despite all the important story revealed in the Skypiea arc, we can't ignore the fact that it takes place in a completely different terrain than the blue ocean seen for most of the story. This can be seen through the characters below who have little to no investment in their progress, one of them being Enel. This self-proclaimed “god” appears to have been very pleased with his acquisition, only frustrated by his inability to discover the Fairy Bears, a legend told by the Birkan people.


After his defeat against Luffy and, more importantly, his loss of power in Skypiea, he instead refocused on finding Fairy Vearth. It turned out that this was actually the moon. Enel eventually encountered the Automata on the Moon, who were there to avenge their creator's death in an alien explosion on the Moon. Upset said that the aliens were desecrating Fairy Vearth, and he took them down himself. After using his power to resurrect the defeated automata, he discovers evidence linking their armies underground to the sky-dwelling races and decides to rule the moon.

Given his seeming satisfaction with this goal and the apparent lack of people negatively affected by it, it seems unlikely that Enel will return unless his moon base somehow works.

Jozu was a prominent member of the Whitebeard Pirates, serving as one of the 16 division commanders (he specifically led the 3rd division). His Devil Fruit allowed him to transform his body into a nearly indestructible diamond, at the expense of his mobility. If positioned properly, it can block the powerful slashes of Dracula Mihawk, the world's strongest swordsman.

It's possible that these characters could help Luffy and his friends once again.

However, the deaths of Captain Whitebeard and his colleague Ace during the Summit War seemed to signal the end of the Whitebeard Pirates. This escalated during the War of Vengeance, when the remnants of the crew were defeated by the Blackbeard Pirates. Afterwards, they disappeared and the location of most of the members is currently unclear.

It's not impossible that Jozu could return. Especially if it focuses more on what happened to the other surviving crew members. But at the moment there seems to be little room for that. It is currently believed that he is in hiding, but it is unclear exactly where he is.


1 Gaimon

Gaimon is a man who fell into a treasure chest. one piece Writer Eiichiro Oda's favorite character. This fact, along with his hair, which has since grown out, gave him a strange yet endearing appearance. It fascinated Luffy enough that the captain asked him to join the Straw Hat Pirates. Gaimon refuses, feeling attached to the island's rare animals and feeling obligated to protect them.

From then on, during his brief stay on the island, he became acquainted with his future fellow emperor, Buggy. A seemingly more permanent resident is Sarfunkel, a woman trapped in a vat in a manner similar to his own plight. The two appear to be romantically involved, as she feeds him affectionately. The pair were two of many who heard Vegapunk's message, but this may be the last we see of them. Aside from his desire to remain on the island, factors limiting Gaimon's participation include his limited relevance and low combat abilities.
