Head to Misty Shores and a cutscene will play. You meet Death in the graveyard, and a few days later you see skeletons floating around town..
As you approach the floating skull, Death approaches and asks if you've seen it. It turns out that this floating skeleton is a lost soul known as the Soul Blob. Death, desperate to spend his vacation time and avoid responsibility for the lost and the damned, has tasked you with capturing them.
Death will give you a net and enjoy the rest of your vacation. Now it's your job to catch the skull (and maybe use the net to get some bugs)!
