What happens if I agree to help the Alderman?
If you agree to help, the Alderman will give you a business card and thank you for your help. This is One of the requirements for the Be Great, Do Crime achievement or trophy. So, to complete the game 100%, you must agree to help that person.

You can tell Moses that the Alderman hasn't given you a choice or you won't actually help him. But that doesn't seem to matter.

The main difference between the two paths is that helping the Alderman helps you. You're closer to unlocking the Be Great, Do Crime achievement or trophy. So logically you should go that route.
That said, it doesn't feel good to side with the Alderman and let Moses down. So it's understandable to get an achievement or trophy on your second playthrough and deny the Alderman on your first run.
