The Hidden Leaf, Stone, Mist, Cloud, and Sand Villages form the Five Great Shinobi Nations in Naruto. Each village possesses immense military strength, so it is not surprising that they have produced many of the strongest ninjas in history. That said, there are several powerful shinobi who did not belong to any of the Five Great Nations.
Several of these shinobi were part of the Akatsuki, which was primarily composed of S-Ranked rogue ninjas who could take down Kages and Tailed Beasts. Others belonged to a relatively new village founded by Orochimaru, who bestowed a powerful Curse Mark onto them. Some of these shinobi had the power to destroy one of the Five Great Shinobi Nations, and one of these individuals was so strong he was essentially a god.

Kidomaru
The Sound Four were Orochimaru’s elite bodyguards, and they all wielded the power of his Curse Mark. Kidomaru gained enhanced strength, speed, and durability when using the Curse Mark, and he transformed into a spider-like demon when using its level 2 transformation. Thanks to some body modifications, Kidomaru had an extra eye on his forehead and six arms. These extra arms made Kidomaru a decent melee fighter, but he specialized in range attacks
Kidomaru could use his chakra to produce spider webs that were extremely sticky and durable, and he could summon a giant spider that could rain smaller spiders down on his enemy. The only reason Neji was able to last as long as he did is because he possessed the Byakugan, one of Naruto‘s most unique non-ninjutsu abilities. Kidomaru possessed incredible perception, and when he used his third eye, he could pinpoint his target’s vital points from almost 55 yards away. One of his makeshift arrows could blast through trees and still severely damage multiple internal organs upon impact. The only reason Neji survived this encounter is because he got to a hospital in time.

Tayuya
Tayuya was the only female member of the Sound Four, and by all accounts, she was their second strongest fighter. Shikamaru was already one of Naruto‘s strongest Chunin during the Sasuke Retrieval Mission, and he stated that Tayuya was at least Jonin-level. Like her comrades, Tayuya gained incredible strength when she accessed her Curse Mark. Despite being a long-range fighter, she was competent in taijutsu.
Of all the Sound Four, Tayuya was the only one who used actual sound during combat. She played a demonic flute that could place others under a sound-based genjutsu, but she primarily used it to control three ogre-like creatures that would attack on her behalf and drain enemies of their physical energy. Tayuya would have easily killed Shikamaru if Temari had not intervened when she did.

Sakon And Ukon
Sakon and Ukon were twin brothers who might as well have been one person since their Kekkei Genkai allowed them to merge together at will. Ukon spent most of his time in Sakon’s body, and he would block Sakon’s blind spots during melee combat. He would add his arms and legs to Sakon’s attacks as well. During the Sasuke Retrieval Mission, they were considered the leaders of the Sound Four, making them the group’s strongest fighters.
Sakon and Ukon could rapidly heal their injuries when they merged into the other’s body. This healing process significantly increased when they merged together while using their level 2 Curse Mark transformation. While in this demon-like form, both had the ability to merge into an opponent’s body. While inside another person’s body, they could easily kill them by altering their cells. The only reason Kankuro beat them both is because he caught them off guard with a surprise attack while both were already injured.

Hidan
Hidan may have not been the most skilled Akatsuki member in terms of overall ninjutsu, but he was still a Kage level threat. When the Hidden Steam Village became more of a tourist site than a ninja village, Hidan turned to the Jashin religion to satiate his bloodlust. Thanks to Jashin, Hidan became one of Naruto‘s few immortal beings, and he had access to a terrifying blood curse that turned him into a human voodoo doll. As a result, Hidan could defeat powerful Jonin like Asuma, or a skilled Jinchuriki like Yugito.
Hidan wielded a three-bladed scythe with great skill. Even a future Hokage like Kakashi, who had his Sharingan active at the time, had difficulty dealing with Hidan’s attacks. Hidan was basically unbeatable if he ingested some of his target’s blood. All he had to do afterwards was stand inside a makeshift Jashin symbol on the ground and any injury he sustained would appear on his victim too. Even a Kage would easily die if these conditions were met.

Jugo
Jugo may officially be part of the Hidden Sound Village, but his true origins lie near Ryuchi Cave, which is only a few days journey from the Hidden Leaf Village. Jugo willingly went to Orochimaru to find a cure for his fits of rage, but his DNA was instead used to develop the Curse Mark. Like other members of his unnamed clan, Jugo had the innate ability to absorb natural energy from his surroundings. As a result, he could enter an imperfect version of Sage Mode.
Jugo may not have the strongest version of Sage Mode, but it still grants him incredible physical abilities. At full power, Jugo looks like a monster, and he can morph his body into shields, blades, and energy cannons. While in this state, he can vaporize someone at close range. His body also becomes durable enough to withstand a direct hit from the Fourth Raikage’s Lighting Release Chakra Mode.

Kimimaro
The now extinct Kaguya Clan may have lived in the Land of Water, but they were not officially part of the Hidden Mist Village. They were a savage and battle-hungry clan who sealed their fate when they attacked the Mist Village for fun. Kimimaro was the sole survivor, and he joined the Hidden Sound Village after meeting Orochimaru. Other than Kabuto, Kimimaro was Orochimaru’s strongest subordinate. Kabuto himself once stated that the destruction of the Leaf Village would have succeeded if Kimimaro had been there.
Unfortunately, Kimimaro contracted an incurable illness that left him pretty much bedridden. That said, he was strong enough to defeat dozens of Naruto’s shadow clones, and he would have killed Gaara if he had not succombed to his illness. Several Naruto characters possess unique Kekkei Genkai, and Kimimaro could manipulate his bone structure with Shikotsumyaku. With it, he could create bone blades or shoot bones like bullets. He could impale enemies by summoning a forest of bones from the ground. While using his level 2 Curse Mark, Kimimaro became a dinosaur who could survive and overcome the force of Gaara’s Sand Tsunami.

Konan
Konan was the Akatsuki’s only female member, as well as one of its original founders. She was orphaned during the Second Great Ninja War and trained by Jiraiya, one of the strongest ninjas in history. Konan loved origami from a young age and incoperated it into her fighting style by creating the Dance of the Shikigami technique. She can convert her chakra into paper that she can manipulate however she pleases.
Konan was a Kage-level ninja who could match Jiraiya’s intense Fire-Style ninjutsu with paper projectiles. She could encase multiple targets in paper or tear them to shreds with sharp paper edges. She could even use paper to create a massive tree or lake. Obito Uchiha was also on par with a Kage, and Konan would have killed him with millions of paper bombs if he had not saved himself with the reality altering power of Izanagi.

Kakuzu
Not only is Hashirama Senju considered a ninja god, he is arguably the most legendary Kage in Naruto. Kakuzu was sent on a mission to assassinate Hashirama and failed, but he survived the encounter. The Hidden Waterfall Village punished Kakuzu for this failure, and he decided to defect. When he left, he killed the village elders and stole the Earth Grudge Fear technique, which gave him his signature tendrils.
Kakuzu unlocked a form of immortality by stealing the hearts of others, and he could use all five basic chakra natures thanks to these hearts. He could use his tendrils to launch surprise attacks from a distance, and he could use them to create mask creatures. Kakuzu was easily the Akatsuki’s most experienced fighter, as he overwhelmed Kakashi during one-on-one combat. If Hidan had not accidentally destroyed his main heart, Kakuzu would have killed Kakashi, Ino, and Choji, singlehandedly.

Fu
The Hidden Waterfall Village was the only village outside of the Five Great Nations that was given a Tailed Beast because they had enough money to buy Chomei, the Seven-Tails. At some point, Fu became Chomei’s Jinchuriki, but she was captured and killed by the Akatsuki before Gaara was captured by Deidara. Fu could temporarily blind opponents with a sparkling substance, and she could ensnare people with special webs.
Fu never became a Perfect Jinchuriki, but she could still access some of Chomei’s immense chakra. She could actually produce two tails and use them as wings. As a Jinchuriki, Fu possessed enhanced strength, durability, and healing. What makes Fu so strong is the fact she could release her Tailed Beast’s power at any time, and with a single Tailed Beast Ball, she could wipe out an entire village.

Nagato
Nagato was a founding member of the Akatsuki and took over the organization after Yahiko’s death. Like Konan, he was personally trained by Jiraiya, and that training helped him to become one of the strongest Rinnegan users in the franchise. It is true that his Rinnegan was actually Madara’s, but Nagato mastered it nonetheless. Nagato split the Rinnegan’s power between six bodies, all of which he controlled, but he could use each ability himself if he wanted to.
Nagato could summon a seemingly endless number of creatures to fight on his behalf, and he could absorb virtually all forms of ninjutsu. He could steal someone’s soul through physical contact, and heal serious injuries or bring others back from the dead.
