Loki, the Cursed Prince of Elbaf, is one of the most powerful users of Observation Haki in the Final Saga. Since Loki was born, his eyes were considered cursed, so most of the time, he is shown with a bandage. Despite being blindfolded, Loki's Observation Haki allows him to see and sense incredibly well. He displayed incredible abilities in sensory perception, being able to detect the likes of paladins from miles away.

Recently, Loki was able to immediately feel the presence of Nero and Imu. At the same time, despite his enormous size, Loki can fight incredibly efficiently against smaller entities, which requires precise observation Haki skills. If you want to fight at the level he fights at, you absolutely need to have good control of this ability.

Fujitora

One of the three admirals of the Navy, Fujitora is an incredibly skilled user of Observation Haki, largely due to how it forced him to evolve into a fighter. Sanji

Sanji is the Straw Hat Pirates' chef and current master of two types of Haki. According to Oda himself, Sanji's specialty is Observation Haki and this is the type he has developed the most over the years.

Sanji is incredibly good at sensing things like emotions. He is also capable of spotting danger from miles away and has ample ability to see into the future and avoid attacks from anyone who can pinpoint his movements. Sanji can also utilize Observation Haki to spot dangers near and far across Elbaph. In many ways, as Oda himself points out, Sanji's Observation Haki is much better than Luffy's Observation Haki.

Charlotte Katakuri

Charlotte Katakuri is one of the three awesome commanders of the Big Mom Pirates and an incredibly powerful warrior with a bounty of 1.057 billion Berries on her head. Katakuri is strong, but what makes him truly special is his ability to see the future. He has trained so much in Observer Haki that he has been able to glimpse the future itself, which many believe has made him nearly invincible in battle.

Landing even a single blow on Katakuri is quite difficult, as was evident when Luffy took him out in battle. Only those who can see into the future themselves and the incredibly fast elite can actually handle him effectively. Katakuri can see several seconds into the future, and uses this to manipulate his body to evade all attacks. More importantly, he counterattacks his enemies efficiently.

Nerona Imu

Nerona Imu, the king of the world, possesses incredibly powerful abilities, among them Haki the Observer. Imu's Haki spans a wide area, as evidenced by its presence in God Valley. He was able to pinpoint Teach and Eris' locations with relative ease, showing incredible accuracy.

Imu is able to sense the voices of individuals, demonstrating a high level of Observation Haki control, although the true extent of this ability is currently unknown. Imu would definitely be among the best, but not the best.

Monkey D. Luffy

Monkey D. Luffy is a very powerful user of Observation Haki, having mastered his abilities over the years. Since his fight with Katakuri, Luffy has been able to see into the future, and this ability continues to improve with each passing arc.

Currently, Luffy can also unconsciously utilize the Voice of All Things to further enhance his overall Observation Haki awareness. Luffy can hear individual voices and his overall abilities are unrivaled.

Shanks

Shanks uses all three Haki types, his specialty being the colors of the Maharaja, but he is also very effective in Observation Haki. Shanks can see a few seconds into the future. In fact, of all the future vision users in One Piece, Shanks' future vision Haki is the best in that he can easily see more than 10 seconds into the future against Kid.

This allows him to dismember any enemy in battle, and only a select few can match his immense power. This makes him nearly unstoppable as a fighter when combined with his ability to kill his enemy's observation haki. Shanks' full abilities are still unknown, meaning his control over Observation Haki could be even greater.

By far, Scopper Gaban is the best user of Observation Haki. one piece. In Elbaph, he was able to easily dodge all of Monkey D. Luffy's attacks despite being a Yonko. Gaban has the ability to see the future, as becomes evident when he sees a vision of his son dying in front of him. Furthermore, Gaban can extend Observation Haki throughout Elbaph, which is a tremendous feat considering the size of the country.

Perhaps Observation Haki's greatest achievement was that he was able to detect the presence of Shamrock Figarland and Gunko. Both were using their abilities to completely erase their existence and avoid being discovered by powerful Observation Haki users. Nonetheless, Gaban was able to detect their presence and track their movements efficiently. Even before they arrived, Gaban could sense an ominous Haki coming from Aurust Castle.
