5 Vergo

Vergo's crew seat, which had risen to the level of lieutenant general, was technically vacant. Instead, Doflamingo's long-lost younger brother, Rocinante, a Marine mole, took Corazon's position. However, it was Vergo's intervention that discovered Rosinante's betrayal and ultimate death.

Vergo later goes out on his own after failing to kill a group of imprisoned marines and pirates, but it's unclear how widely known his crimes are. Shiryu was once the warden of Impel Down, an ocean-based federal prison. However, his excessive cruelty was too much for even them, and he was eventually sent to Secret Level 6, where people who committed terrible crimes were erased from their records and waited for death. During the escape from Impel Down, Shiryu was dispatched despite still being scheduled for execution. But the light of salvation came to him. It was the Blackbeard Pirates. With a government crew of only five men, Captain Marshall D. Teach saw fit to augment his numbers by recruiting some of the prison's most heinous criminals.

The crew suffered poisoning after being attacked by Magellan, a fearsome warden at the time. Shiryu saves them all from death by providing them with an antidote to the warden's poison and becomes one of five prisoners to join the crew during their escape. Both Blackbeard and Shiryu formed a crew at Whitebeard's tomb, although they sacrificed their ties to the government. Eventually, Teach became emperor and assumed the self-proclaimed title of admiral, making his initial crew nine of the ten Titanic captains.

Kuzan was a Marine who was promoted to captain. He was, among other things, a disciple of Luffy's grandfather, Vice Admiral Monkey D. Garp. Despite their employment, both men developed varying degrees of contempt for world governments. Kuzan became a proponent of lazy justice, believing there was little worth enacting, especially after the O'Hara massacre. Garp's own contempt was directed towards the world nobility, which was why he refused to become a full-fledged Admiral despite being repeatedly offered the position. After the Marineford Incident and Sengoku's retirement, Kuzan dueled for several days with Sakazuki, better known as Akainu, to determine which of the two would become Fleet Admiral and effectively command the Marines.

As a result, Akainu became Admiral of the Fleet and Kuzan stepped down from his position. He was eventually confirmed to be a member of the Blackbeard Pirates, and it was later revealed that he was actually one of their captains. Despite this, his exact loyalty to the crew is unclear, and even his fellow crew members remain deeply suspicious of his motivations for joining. Nonetheless, since they are all efficient allies of convenience, I think it would be okay for him to join the crew for the time being.

Since he officially resigned from the Marine Corps and doesn't appear to be as immoral as his colleagues, people speculate that Kuzan is actually a member of SWORD. SWORD is a black ops unit that has been identified as having at least one other former Marine acting as a pirate for intelligence gathering purposes. . However, due to Kuzan's own stated disdain for the World Government and his unclear motivations, this remains pure speculation for the time being.

These pirate lists vary depending on the members, motivations, and exact nature of each crew member. The now-defunct Warlord system allowed pirates to pledge themselves to the government in exchange for leniency for certain actions. Although they were denounced by others as government lapdogs, they nevertheless tended to be more powerful than the average pirate.

The common denominator is that several government-affiliated kingdoms suffered due to abuse of power. Crocodile and Doflamingo were both imprisoned for their crimes against their respective kingdoms, but the former escaped during his escape. Other pirates, such as Hancock, who sought to protect the government on the Amazon Lily, also joined for relatively more noble reasons. She further disrespected the government when she betrayed it for Luffy during the Summit War. Despite maintaining her role thereafter, she made no secret of her hatred of the World Government.
