Fujitora is a gambler, and was quite into gambling at the time. He once lost while gambling on Twin Snake Island and suffered a huge loss. It is implied that Fujitora was working as a bodyguard here after this incident, and the place was later sold by the World Government for a huge amount of money.


This is how the World Government found out about him, and is likely how he was promoted to the rank of Admiral after joining the ranks of the Navy. But Fujitora's past goes deeper than that. It was also revealed through SBS that Fujitora was the former Chief of Staff of the Aoi Kingdom's Defense Forces. This kingdom once existed on the Grand Line, but was destroyed by war. This explains why Fujitora is such a pacifist. He became a war criminal for some reason, probably because he stood up against those who wanted to destroy his country.
