For perspective, Luffy has the same bounty despite being much stronger than Kid and Law at this point. If Kid and Law are pirates worth 3 billion Berries, Luffy is a much more valuable pirate. Based on the power levels of other emperors, Luffy should be closer to 4 billion beri.

But that doesn't diminish Luffy's power and accomplishments. Fans know it's only a matter of time before he gets another bounty. Why Luffy didn't receive the bounty after the Egghead incident

Egghead wasn't expected to go all out for Luffy.

Many fans believed that Luffy would get a higher bounty in the Egghead Arc. Ultimately, this issue saw Luffy fight World Government forces and break through a naval concentration larger than Buster Cole's. The majority of fans believed that Luffy's notoriety would increase further after this issue. But that didn't happen, and some readers were disappointed. But, there's definitely a reason for that. First of all, Egghead is only the beginning of the Final Saga. one pieceThis means it should build up more slowly towards a much larger event. At the same time, fans should remember that Egghead isn't in an all-out war with the Navy or any other individual.

Although it may have been premature for Luffy to have a new bounty after Egghead, Elbaf is something else entirely. This is a major arc that can be compared to Wano itself. This is also the arc in which Luffy definitely gets a new bounty, which is essentially confirmed by the introduction of two new villains in the story. As we know recently, two members of the World Government have appeared in Elbaf, probably members of the Knights of God. They will likely be the ultimate villains of this arc, with more reinforcements likely to join them from the world government. There will absolutely be an all-out war this time, and Luffy plans to fight here, especially if it's his enemy. It would be similar to Shanks.

This will be quite a challenge for Luffy and will probably be his biggest and most serious battle since his battle with Kaido. This time Luffy can't escape and must take down government officials.
