After entering the Interplanar Puzzle, do the following to reach the Bizarre Melody Puzzle in Inkford Hermitage:

Jump twice to break the ice cubes.

Walk to the right, then jump twice to break more ice.

Move towards the spike and go under it.

Wait for the Blizzard enemy to form ice cubes on top of the spikes. You'll need to taunt the Snowman in order for him to release a snowflake, so have him jump or walk to where he'll throw the snowflake.

Use the ice cubes to cross the platforms and stand on the left edge.

Leap to the ice platform above, then double jump to bring down the ice barrier.

Go left to find a bizarre melodic puzzle.
