Boutique Coutere can be found very early. Pokemon Legends: ZAAt first glance, it looks like any other clothing store. It's a little odd that there's such an elite facility in the starting area of Lumiose City, as it's even located near the first few Wild Zones you can access. To purchase ZA Royale's cool clothes, you must first increase your ZA Royale rank.
Pokemon Legends: How to Buy Clothes at ZA's Boutique Coutere

You can see great clothing items displayed in store windows, including expensive coats and fancy shoes, but you can't shop them just yet. The clerk at the door says Boutique Couture is for “really sophisticated” people.
To shop at Boutique Coutere Pokemon Legends: ZAAll you have to do is advance far enough in the main story. As part of Main Mission 26, you will visit the Boutique Coutere store.After that, you're free to come back and shop whenever you want. Before then, you will not be able to shop at Boutique Couture.
Fortunately, there are many other clothing stores as well. Pokemon Legends: ZA In the meantime, here's where you can shop. Clothes at Boutique Coutere are quite expensive, so it's a good idea to complete side quests and other activities throughout Lumiose City to earn some spending cash.
