there is 7 people moved into HM Pokemon Firered and Leafgreen: Cut, Fly, Surf, Strength, Flash, Rock Break, Waterfall. Due to the limit of four moves per Pokémon, players must find at least two HM Slave Pokémon for complete coverage.

Fly, Surf, and Waterfall are some of the best moves of their kind despite being HMs. Fly is a very strong physical flight-type skill, Surf is the most reliable special water-type skill, and Waterfall is the best physical water-type skill. There is no loss in having your main party Pokemon learn these moves.

All three of these Pokémon are very easy to obtain. Pokemon Firered and Leafgreen. In fact, all three can be obtained before you can get your hands on the HM.
Paras can be found in Moon Mountain, Magikarp can be purchased from the Pokemon Center NPC on Route 4 for 500 (it evolves into Gyarados at level 20), and Farfetched can be obtained by exchanging Spearow with an NPC in Vermilion City.
You can replace Gyarados with Poliwhirl or Lapras, but both of these Pokémon are harder to obtain than Gyarados and are otherwise less useful.

Fly is the hardest and easiest HM to find Pokemon. This is because Pokémon that can learn Fly are usually very powerful and are generally not Pokémon you want to use as an HM slave. Pokémon such as Charizard, Aerodactyl, Dragonite, Mew, and the three legendary birds of Kanto. Among the “weak” Pokémon that can learn Fly, Farfetch'd is the only one that can learn an additional HM skill (Cut), so it's the best option for this skill if you don't plan on having your main party Pokémon learn it.
