Although Luffy was strong with the power of the sun god Nika, he would not have been able to defeat Harald with his strength at that point. This is currently the crucial difference between the two. Loki is currently much stronger than Luffy through feats alone.
Loki's devil fruit is either a dragon or Fenrir.
It's unclear exactly what Loki's legendary Devil Fruit is, but fans can tell that it's the mythical Zoan. My best guess would be something to do with Norse mythology, so Fenrir or the Nidhogg Dragon would be at the top of everyone's list..
Based on the dark silhouette fans got to see in episode 1170, Fenrir would make more sense, especially considering his hairy appearance and claws. Fenrir would be an incredibly powerful ability for Loki to possess.And that would most clearly explain why his power, at least for the time being, surpassed that of the sun god Nika.
on the other side, Nidhogg would also be a very surprising power for Loki to possess.. Western dragons have been teased for a long time in One Piece, so it would be nice if Oda finally introduces them to the story through Loki.
