rockyAlso known as the Cursed Prince of Elbaph, is one of the most important new characters in the final story. Loki was introduced in the Elbaf Arc, where he was revealed to have enough power to destroy the entire world. Although he believes himself to be the Sun God, he actually possesses the power of Ryuryunomi (Model: Nidhoggr), a very powerful Devil Fruit that allows him to transform himself into a giant dragon powerful enough to easily destroy an entire nation.

Loki also wields all three types of Haki, and his power is such that he was able to kill King Harald, who was much stronger than Rocks D. Xebec at the time, 14 years ago. Loki is Yonko level and much more powerful than many of them.

Shamrock Figa Land

Shamrock Figa Land A member of the Celestial Dragons. Shamrock, the son of Garling and the twin brother of Shanks, is known to possess tremendous strength. According to the story, his skills are on par with the red-haired Shanks, making him very impressive in battle. Additionally, he formed the Depths Covenant with Imu, giving him access to powers such as immortality, regeneration, and superhuman strength.

At the same time, he also has the Cerberus sword, which harnesses the awakened power of the mythical Joan, powerful enough to wound even someone like Loki. His full power is still unknown, but he is at least as strong as a Yonko, if not stronger.

Gunko

Gunko He is a member of the Holy Knights who recently appeared in the Elbaf Arc story. Long ago, she belonged to a kingdom in South Blue, where she lived as Princess Shuri. After that, she appears to have been taken prisoner by the World Government and transformed into a Holy Knight, and currently uses the name Gunko.

Gunko possesses tremendous combat abilities and has access to the power of Aro Aronomi, an extremely powerful Paramecia Devil Fruit that allows him to manipulate arrows and modify the trajectory of unavoidable attacks. Plus, Gunko seems to have some strong hockey skills. As a paladin, she has a Covenant with Imu that grants her immortality, rebirth, and, in her case, even an immortal body, meaning she may actually have a Covenant of the Abyss. She can also be used as a vessel for Imu, as seen with Elbaph, and when that happens she easily becomes one of the strongest people in the entire series.

Garling Figaland He was first introduced as the Supreme Commander of the Holy Knights, but due to the death of Saint Saturn, he is now ranked as one of the five elders. Garling has an Abyssal Pact with Immu whose full power has not yet been revealed, but at least he has access to infinite regeneration, superhuman strength, and immortality.

In terms of skill, it was openly mentioned that Gavan was on the same level as Roger and Riley. Gaban is a very strong user of all three types of Haki and is credited with advancing Haki in all three divisions. His Conqueror's Haki was so incredibly powerful that he was able to inflict damage on King Harald when they battled him 14 years ago. Gavan also recently fought against Luffy and Zoro, and despite his old and weak body, he overpowered them to the point where the Straw Hats fainted. Even though he is old, he is easily on Yonko level. In his prime, he might have been more than that.

Rox D. Seebeck

Rox D. Seebeck One of the most powerful characters in the One Piece world. Rocks was first mentioned in the Wano Arc, but the Elbaph flashback properly introduced him to fans. He wielded the incredibly powerful Haki and was strong enough to kill the Admiral without breaking a sweat.

At the height of his power, Rox was ruler of the seas and began his own era. The only people higher than him in power at the time were Nero or Imu, which speaks volumes about the power he possessed.

Harald

Harald Introduced in the Elbaph arc as the most powerful king in the country's history. He was Rocks D. Xebec's equal in every way. After receiving the Abyssal Covenant with Imu, he became even stronger. Harald has the blood of ancient giants, giving him superhuman strength.

Plus, his three types of Haki make him nearly unstoppable in battle. The Depths Covenant granted Harald infinite regeneration, immortality, and superhuman strength in addition to what he already possessed. At that point, his power was believed to have reached a level where he could destroy the entire world.

Nerona Imu

Without a doubt, the most powerful Yonko level character to appear in the Final Saga is none other than this very character. Nerona Imu. In the Elbaf Arc, Imu debuted for the first time and gave us a glimpse of his abilities. With his Devil Fruit, Imu was nearly unstoppable despite being nerfed.

Imu can utilize various covenants in battle, as well as unleash other demonic powers. In fact, it would be no exaggeration to say that Imu's abilities far exceed those of the Yonko. His power level is such that not even the combined efforts of the Yonko will work against him.
