Hokage is a title given to the leader of the Leaf Village. The position is often assigned to the strongest individual in the village. The first Hokage was Hashirama Senju, who set the bar pretty high. As a result, his successors were under enormous pressure to live up to the hype. Naturally, not all of them could come close to his legacy.
But that doesn't mean they weren't strong. Confronting the Hokage is a nightmare for most Naruto characters, so naturally fighting both of them at the same time would be asking for a death wish. However, Naruto has a few warriors who have reached a level that not even two Hokages can beat.

Hagoromo Otsutsuki
Hagoromo is an important historical figure. He was a peace-loving man who wanted everyone to have a better life. Hagoromo's ideals did not sit well with Kaguya, eventually leading to an all-out war between her and the two brothers. The fight continued for several months and eventually Hagoromo and Hamura won. After his victory, Hagoromo became the jinchuriki of the Ten-Tails. Even before his fight with Kaguya, Hagoromo had no trouble defeating two Hokages, so he'll wipe the floor with them in the post-war version.

Kaguya Otsutsuki
Kaguya is the main villain of the Naruto series. While many may question Kishimoto's idea of bringing her into the series, there's no denying the fact that she is a dangerously powerful individual. Her skills have made her a threat to the world itself. Her strength was unmatched. Even her sons didn't get along so easily. Kaguya can use multiple attacks such as All Killing Ash Bones and Expansive Truth Seeking Ball to annihilate her opponents with a single attack.

Madara was the strongest man to rival Hashirama Senju. During the Fourth World War, Madara achieved the impossible and became the Jinchuriki of Ten Beauty. As a result, his power reached such incredible levels that even Hagoromo was concerned. Madara had the Rinnegan, and was able to abuse its power to his heart's content with the ten-pointed chakra. Even Naruto and Sasuke couldn't stand against him.

Obito was a victim of Madara and Black Zetsu's manipulation. For many years he remained a loyal lapdog, but ultimately rebelled and became the jinchuriki of the Ten-Tails.
As a result, Obito gained tremendous power, enough to overwhelm the entire Shinobi Alliance. Despite their efforts, they were able to subdue him. It was Naruto's emotional speech that made Obito decide to lay down his weapon.

Hamura Otsutsuki
Hamura is without a doubt one of the most underrated characters in the series. He was swept under the rug by the writers and only appeared briefly in the backstory and in the movie.
Despite his limited appearances, Hagoromo remains one of the most important characters in the series, playing a key role in taking down Kaguya and freeing the world from her clutches. He was armed with the Tenseigan and the Six Paths Chakra, both of which made him nearly unstoppable in battle.
