User: Eraser Hero: Eraser Head
Erasure is a long-range emitter talent with several “weaknesses”, but it's still an underwhelming ability. It was so effective that Tomura Shigaraki was weakened and attempted to destroy it several times. This is also the main reason why Shota Aizawa is included in the list of characters who could potentially become All Might's successor. Simply put, it can nullify the whimsy of everyone you see.

The user can burn villains with flames, and use ice to immobilize and trap villains. Both elements can be used to increase the user's movement speed, while cold fire can neutralize explosions with the destructive power of nuclear weapons. Fiber Master is a powerful midrange Emitter Quirk that has made Best Jeanist one of the best string users in animation. All For One admitted that he wanted to steal the Fiber Master because of his power, but refused to accept it because it would take a long time to master. Users can control the fibers to deliver performance on all types of fabrics. In other words, denim is the easiest garment to control, while sweats are the most difficult to maintain.
Since everyone wears clothes, it is virtually impossible for the villain to resist the Fiber Master's power unless he is naked. Manifests are best paired with traditional foods, but you can also eat things like crystals as long as they can be digested properly. Once fully digested, the user loses its properties, but can regain them by eating more.
What makes Manifest one of the most powerful Pro Hero Quirks is the fact that it allows the user to change their body through multiple transformations at the same time. You can also control the features and size you acquire. As a result, the user's fighting style becomes very diverse and unpredictable. Users can range from attacking villains with giant tentacles to blasting enemies with biological laser cannons.

The Double may not be one of the deadliest quirks, but it has the power to take over not only a city, but potentially an entire country. The user can copy anything they touch, including other creatures. The copy can use the original's Quirk, even if it is not as powerful or durable as the original. This also applies to users of Double. This means you can theoretically produce an endless army of clones.
If the heroes had sided with the double during the Supernatural Liberation War and the Final War, they would have quickly defeated the villains with minimal casualties. Double inherently supports Quirks nicely and makes rescue operations go much faster. Twice was a villain, but if they were heroes with considerable charisma, they could have easily risen to first place if they had used Double to save many people in various places.

User: Jet Black Hero: Tsukuyomi
Dark Shadow was one of the strongest Emitter Quirks in Class 1-A and has already helped Fumikage Tokoyami into the top 20, so there's a real chance it could push him to the top, especially if it awakens. All For One reveals that Dark Shadow is on par with Endeavor's Hellflame Quirk in terms of strength, so it's clearly top notch. The only downside is that Dark Shadow is most effective at night.
The user can summon a shadowy, monstrous entity from their body whenever they wish. It technically acts like a living appendage and protects the user from attacks. Shadow attacks usually take on the user from a distance, but can also cover the user like armor. When used properly, Dark Shadow can take out multiple villains in quick succession with a single deployment.

Overhaul is one of the few overpowering talents that can destroy a city, and although used by villains in the anime, it can be effective against pro heroes as well. Users can disassemble and reassemble materials by hand. This means that you can control the material as you wish. The user can absorb others and use their own abilities, which is not something a hero would normally do, but is possible under the most extreme circumstances.
Overhaul allows the user to blast someone else's body with a simple touch, but it also allows the villain to temporarily rearrange the villain's body, rendering them immobile.
