Camie's Glamor Quirk isn't as powerful as Seiji's, but she can still dominate battles with her versatile illusions. From creating doppelgangers of enemies to effortlessly creating aurora skies, it seems that Cammy's fantasies have no limits other than her imagination.

Mora Nagamasa is a top hero candidate
If Nagamasa Mora is not qualified enough to lead his classmates, he cannot be class representative at Shiketsu High School. Clearly, he is much more disciplined than his peers, surpassing them both academically and in battlefield performance. He also has a very polite manner and always tries to live up to the school's reputation.
On the battlefield, Nagamasa may not be the deadliest Quirk user, but he can still take down several low-tier baddies on his own. His hair extension quirk gives him the ability to extend his body hair and turn it into a powerful whip capable of both offense and defense. He can also manipulate it into sharp strands that can cut through solid objects.

Yo Shindo has one of the best area of effect talents in My Hero Academia.
Yoshindo is an absolute force of nature. My Hero Academia. His quirky vibrations give him the terrifying ability to create powerful earthquakes with a single touch. His Quirk is not limited to ground use, as anything Shindo touches immediately vibrates or produces tremors upon direct contact.
Using Shindo's Vibrate Quirk, Class 1-A had trouble working together during the Provisional Hero License Exam as the first-year students were separated from each other by the power of their ability to induce earthquakes. At one point, Shindo was able to greatly weaken Muscular with his Quirk's Palpitations before Izuku finished off the villain.

Seiji Shishikura is one of the strongest hero students outside of UA.
Shishikura Seiji is one of the school's upperclassmen with one of the scariest characteristics. My Hero Academia. His meatball quirk gives him power and control over everyone's bodies, turning them into deformed balls without hesitation. As a result, even the three strongest students of Class 1-A found it difficult to defeat him despite their combined efforts.
It goes without saying that Seiji's Quirk could easily pass as villain-specific due to its horrific effects. Speaking of villains, one of the inspirations for Seiji's chosen career is Stain, a hero killer. Like his idol, Seiji wanted to reform Hero Society in his own way, but did not hesitate to use questionable methods to achieve this.

Nejire Hado is the core of UA's Big 3.
Nejire Hado might not have been in UA High School's Big 3 if he weren't a promising senior. Her ingenious Wave Motion unleashes a wave of destructive spiral energy powerful enough to fend off several advanced Nomu along with Lemillion and Tamajiki, and even fight the likes of Tomura Shigaraki in the Final War.
Unlike Tamajiki, Nejire is extroverted and wants to learn more about people and their characteristics. Her positive energy is contagious, inspiring others to stay optimistic even during the most difficult times. She is very charismatic and it is no surprise that many of her juniors look up to her.

Tamaki Amajiki's ingenious behavior can turn any meal into superpowers
Behind Tamaki Amajiki's timid mind is a senior with overwhelming ingenuity. His Manifest Quirk is superior to others. This is because Tamaki can literally manifest the physical properties of anything he eats and make it stronger. From tentacles to crab claws to bull horns, Tamaki can display these characteristics simultaneously and even resize them at will.
Even respected pro heroes like Eraserhead and Fat Gum believe that Tamaki's Manifest Quirk has tremendous potential and is likely stronger than most hero abilities. Tamaki may not be the most optimistic upperclassman, but he never lets his peers down when the going gets tough.

Mirio Togata was created to replace all powers.
As one of UA High School's Big Three, Mirio Togata certainly has what it takes to succeed All Might and become a new symbol of heroism and peace. He may not have inherited the One For All Quirk in the series, but his penetration abilities make him nearly invincible on the battlefield.
Lemillion's mastery of the difficult-to-control Permeation Quirk allows him to outsmart anyone in Class 1-A. His intangibility is his greatest strength, allowing him to phase through any attack without harming himself. Lemillion's overwhelming Quirk, combined with his true heroism and optimism, makes it only fitting that he later became the number one hero.
