There is no word on it, but it is clear that the Man Marked by Flames is a very important figure in the world. It is clear that the Dragon is the leader of one of the greatest enemies of the World Government. Many believe that the identity of this mysterious figure is actually Scopper Gaban of Roger Pirates. He knew the location of this Poneglyph on Fishman Island, and even if he did not, he is a very important figure.
However, because of all the other information about the Man Marked by Flames, the Dragon fits better. First, the Dragon's influence is extensive, with agents and supporters all over the known world, so his knowledge of the Poneglyph being on Fishman Island is very possible. Furthermore, the Man Marked by Flames is said to sail in a black ship with black sails and is surrounded by a whirlpool that sinks anyone who gets too close.
This would fit with the Dragon's ship and perhaps his abilities, as he was teased in Logtown for his ability to control the wind. Plus his name, Dragon, obviously implies fire, so the connection here is the flame itself and the mark on his left eye, implying that he was 'marked' at some point!

When the Straw Hat Pirates visited Log Town, Dragon first appeared to prevent Smoker from capturing Luffy. His presence also appeared with a powerful storm, which ultimately saved Luffy from execution and provided the means to escape the clutches of the Navy. Since then, fans have always wondered about Dragon's power.

A brief flashback in the Skypeia arc reveals that the Sandorans believed in a variety of gods, including a Sun God, a Rain God, a Forest God, and an Earth God. Later in Wano, it was confirmed that the Sun God did indeed exist, at least through the power granted to Luffy by the mythical Joan Devil Fruit, Hito Hitonomi (model: Nika). Since this reveal, fans have theorized that the dragon must have also eaten the Rain God Fruit, which allows him to control the weather! Judging by the brief glimpses fans have had of his supposed powers, it's very likely that this is true.

Dragons may have a special bloodline
The most outrageous theory is that Dragon may actually be the son of the legendary Rox D. Zebeck! Some fans believe this because Dragon doesn't look anything like his son Luffy or his father Garp. They both actually look very similar to each other and have very similar scars around their left eyes. Dragon, on the other hand, has a tattoo.
The reason some people believe he is Rocks' son is because they look very similar. At least in the few silhouettes Rocks has been shown so far, he has a sharp face and long black hair. Furthermore, Garp has never directly confirmed that Dragon is his son, only that he is Luffy's father. This leaves open the possibility that their relationship is through Luffy's mother. Garp has only said that Luffy is his child's child, and has not specifically stated whether it is actually Dragon or not.

It's not entirely impossible to assume that Garp raised Rocks' son as his own, since he already did this to Ace after Roger died. Roger even told Garp in prison that he knew Garp would do it. Perhaps the reason Roger said this was because his Navy rival had done it before! This proves that Garp wanted to raise the son of a father who was his enemy, but an enemy of the Navy and the World Government!
