Arrive at Celadon City.
Defeat Giovanni in the Game Corner Rocket Hideout and obtain the Silph Scope.
If you go to Lavender Town and use the Silph Scope to climb up the Pokemon Tower to the top floor (7th floor), a ghostly Marowak will appear blocking the stairs.
Save Mr. Fuji from Rocket Grunt to get the Poke Flute.
Use the Poke Flute to wake up the sleeping Snorlax blocking the path to Fuchsia City on Route 12.

When you arrive in Fuchsia City, you can find the Poke Mart in the northwest of the city, right above the pond where Lapras is located.
