Imu is the most powerful character in Loki's flashbacks. Initially, the ruler of the World Government had no intention of intervening in the events of God Valley, but changed his mind after seeing Xebec and the other pirates attempting to thwart the competition.
Imu took control of Saturn's body and began attacking, but a combination of attacks from Xebec, Roger, Garp, and others shortened their rampage. Afterwards, Imu used the Domi Reversi on Xebec and turned him into a demon. Imu ordered Xebec to kill members of Clan Davy and anyone else who stood in their way. Imu does not reveal his strength in flashbacks, but this is expected since he is the main villain of the story.
