Most recently Blackbeard has taken possession of Captain Corby of the Marine Corps.. When he did so, Blackbeard proposed a deal to the World Government. He will offer Koby to the government in exchange for official recognition as the nation of the pirate island. Essentially, Blackbeard wanted to negotiate a great compromise from the government and allow the pirates to run around them. This was never going to happen, and Kuzan made that point clear.

However, Blackbeard still wanted to go ahead with this plan because he knew that making this whole ordeal public would humiliate the Navy either way. He was lucky. Blackbeard lost Koby and won a bigger prize. That's Garp the Hero.. Kobe was a hero, but Garp is an even bigger hero that the Marine Corps cannot afford to ignore.
Blackbeard's plan is very simple. He wants to open negotiations with world governments, but he wants to do so publicly.
