Due to the lack of passive Holy Power generation, players must be more cautious when using the Holy Steed ability. This is because the new Valorous Crusade talent grants Shield of the Righteous during and for 4 seconds after Holy Steed. This means that you must either prepare the Holy Power for the Shield of Justice before pulling it, or time the Holy Steed accordingly.

Why World of Warcraft's Paladin class can't stop you from landing at midnight
This isn't necessarily a bad change in a vacuum, but considering the current state of the spec for The War Within, this is mostly a nerf, or at least a dramatic change, to the existing playstyle. Retribution Paladin is already considered the easiest damage spec in the game alongside Beast Mastery Hunter, so the added pruning and lingering feel of not having the passive Holy Power could strengthen this idea. world of warcraft's meta hasn't been confirmed yet and things could change, but Retribution appears to be a mid-level spec overall.
Holy Paladins, on the other hand, are still undergoing major design changes in Midnight. New talents like Armory of Light are added, and other abilities and passives are constantly changing. This may be a sign of a larger problem in that the class's identity as a melee healer may change in some form. similarly, world of warcraftTank specs can be more successful with less reliance on healers, and having a Holy Power Generator (Blessed Hammer) that has a lower defensive cooldown and doesn't directly participate in the pull if pre-cast can make the Protection Paladin have a tougher experience overall.
