It was revealed that while the Straw Hats were in Baratie, Sanji and Jeff met under unexpected circumstances. Jeff and his group were trying to plunder the ship Sanji was on. Once everyone was arrested, Sanji revealed that his dream was to find All Blue. Everyone around him started laughing, but at that moment Jeff saw the image of a little boy. So when Sanji fell off the boat due to a tsunami, Jeff jumped into the water to save Sanji.
Afterwards, he found Sanji and swam to a remote rock. Jeff gave Sanji a bag of food and took the other bag for himself. Days passed and there was still no sign of help. As a child, Sanji did not have the same level of control and decided to attack Zeff when he ran out of food. But he was shocked to see that Jeff had eaten his leg. Because his bag was full of nothing but loot. Jeff gave all the food to Sanji to help him survive. Realizing his mistake, Sanji bursts into tears and his respect for Jeff noticeably grows. After being rescued, Sanji founded the ocean restaurant Baratie with Jeff.

Sanji's time on the island with Jeff not only showed how determined he was to survive, but also showed that he was mature enough to accept his mistakes. Seeing Zeff sacrifice so much for the boy he barely knew changed Sanji for the better, especially after considering how badly he was treated by the Vinsmokes. Sanji thought Zeff was his real father, so he went with Capone Bege when he threatened to kill him.

She was glad that at least one of her children had not been corrupted by Jersey's insane lust for power. For most of his childhood, Sanji spent time with Sora, cooking new things for her. He was also kind to animals, which did not sit well with his father and brothers. All four of them bullied him every chance they got. In reality, the Judge put a mask on Sanji and imprisoned him so that no one would know that he was connected to the Vinsmoke family. In the end, Sanji escaped torture and left his old life behind with Reiju's help.

Sanji's past as a member of the Vinsmoke family took a severe psychological toll on him. Because he was still young, it was not easy for him to understand why his own flesh and blood hated him so much. He became a person who second-guessed everything and did not want to rely on others. Another reason Sanji joined Capone was because he wanted to share all the burden on his own. When he first countered Luffy in the Whole Cake Island arc, he decided to keep his Straw Hat facade. This was also due to Sanji's desire not to depend on anyone.
Despite years of torture, Sanji never changed
In the second half, Sanji has the perfect opportunity to exact revenge on the Vinsmoke Family. Sanji could have had them killed by the Big Mom Pirates, but that would have meant that Judge had successfully killed his pity. And that wasn't how Jeff raised him. So Sanji rescued the Vinsmoke family and proved that he did not lack the same feelings as them. It was also a slap in the face to his father, who always believed that Sanji was a weakling.
The Robin of Onigashima moment changed everything

If Oda had stopped adding Sanji's character in Whole Cake Island, he would still have been one of the best written characters in One Piece. But the author wanted to add one more moment, perhaps the most important, to show Sanji's growth. During the attack on Onigashima, Sanji was tricked by Black Maria and taken prisoner. Sanji would normally have been able to easily run away, but thanks to his chivalrous personality, he never hurt a woman.
Black Maria gave Sanji an ultimatum. Call Nico Robin or die. Surprisingly, Sanji called Robin for help. Many fans found Sanji's appearance pathetic, but that wasn't the case. Sanji's decision proved that he was ready to share his burden with others. This also meant that he had faith in his colleagues to get the job, which is exactly what Robin did.
The level of detail and complexity with which Oda laid out Sanji's backstory and his development is unrivaled. In fact, it would not be an exaggeration to say that this is Oda's best work in terms of character writing. Obviously Sanji is not perfect and has flaws, but so does everyone. Fans who aren't satisfied with Sanji being a pervert should remember that his behavior is heavily exaggerated in the anime. He deserves a lot more respect in the comics because his gags are limited to a few times.
