He hates Bellamy for his weaknesses and repeated failures, but maybe that hurts him a little deeper than we realize. Bellamy and his crew come from a privileged background and turn to piracy out of boredom. His failures make him similar to the world's nobility, weak individuals from wealthy backgrounds.

Doflamingo is obsessed with his past power as a world noble. It is widely assumed that this is why the World Government seems strangely deferential to him, even compared to other warlords. Through intermittent laughter, he enjoys the thought of other celestial nobles losing their livelihoods just as he lost them, even though his entire body is tied up and he is locked in solitary confinement.
Here he hints at a secret known only to the world's aristocrats that they have kept even after being ousted. After leaving Dressrosa, he grew increasingly weary of power. Despite mistaking the throne for several years, he was quickly removed from the throne thanks to Luffy and his allies. This meeting completely convinced him that the hierarchy was about to change, with his sensitive knowledge something he seemed willing to reveal. This quote also reflects that, as a disgraced prisoner now supposedly on death row, he has nothing to lose and is willing to leak this sensitive information to the public when the opportunity presents itself.

Doflamingo's family problems are well documented in the series. His father, Homing, considered him overly invested in the lavish lifestyle of the world's nobility, and noticed that his son was becoming a spoiled brat. He left the organization and tried to reform his son into a kinder person, but the environment he was left in ended up dividing the family forever. Doflamingo's younger brother, Rocinante, was his only immediate relative who survived into adulthood, but he was repulsed by his older brother's actions and had no further regrets about using his family structure to betray him to the Marines.
As a result, Doflamingo's family was formed into a small gang that enabled his desire for power after seeing the conqueror's Haki. The gang's leader, Trebol, who later became one of Doppelmingo's highest-ranking subordinates, gave him his Devil Fruit and the gun he used to kill his father. After this action, they formed the Don Quixote Pirates, which gave preference to the strongest men who reached the title of 'executive'.

Doflamingo's love for his family is twisted by his clear desire for power. 'Family' is not only a source of strength to him, but it is also something he can control. However, as an olive branch to his “family” he grants them a degree of authority and respect as well. In context, he is angered by a man who mocks the high-pitched voice of Pika, another of his early allies. Because Pica is a powerful warrior and willing to activate Doflamingo, he views him much warmer than his father, a comparatively “weak” man whose power was taken from him out of love.
To his credit, he is shown to truly value his subordinates and maintain a fairly symbiotic relationship with them. When Vergo died in Punk Hazard, Doflamingo thanked him profusely for his years of service and Vergo passed away with a smile on his face. His quotes and these similar interactions speak to the idea that not only does Doflamingo enjoy managing people, but most of his superiors truly trust him and enjoy being his servants.

The Truth About World Government
- context: Doflamingo's thoughts on justice begin with the battle at Marineford, one of the few actions he takes directly to help the world government.

This quote is probably one of the best lines in the series. We note that the law, and by extension the public understanding of “justice,” is determined not by what is truly righteous, but by who is in control at any given moment. Doflamingo himself was once a child who had “never seen war,” growing up as a pampered world noble who was taught that he was God and all others were his toys. But upon separation from the powers that granted him privileges, he and his family became the target of lynch mobs made up of people who had suffered greatly at the hands of the world's aristocracy. This was a time when he “never saw peace.”
These two different aspects of his childhood instilled in him an appreciation for how people's upbringing shapes their views on concepts like “justice.” Although he never grew out of the belief that he was entitled to control everything, he gained the pragmatism to understand that there were other people more powerful than him, and that those same people, whether nobles or commoners, ensured that “justice” existed wherever they were in power. I instructed what it was. . This mindset allowed him to make deals with stronger pirates like Kaido and even gain employment from the world government as one of the Seven Lords of the Sea.
The Marines, the World Government, and more blatantly the World Nobles whose interests they serve, are certainly not “justified” in their actions. That is, they can maintain their image of existence through the means provided by their authority. It was his indifference to the Marines' justice that allowed Doflamingo to remain uninvested during the summit and participate for his own pleasure more than anything else. Everyone knows that history is decided by the victors, but Doflamingo, a power-hungry villain, sees any kind of justice as just another means of authority.
