As you might expect of Goku, he has not only improved his mastery of Ultra Instinct, but has also unlocked a unique form called True Ultra Instinct. By the end of the Super Hero Saga, it is implied that Goku has become more adept at Perfected Ultra Instinct. That will make him difficult to beat, at least for mortal characters. But there are a couple that have some pretty decent shots.
Gohan
Is Gohan back for good?
Gohan was riding up and down the whole time. dragon ball. Fans know he has the potential to become the most powerful character in the series, and now that he's unlocked his beast form, he'll likely remain a powerhouse for years to come.
While sparring with Goku in Beast form, Gohan appears comfortable keeping up with his father while using Perfected Ultra Instinct. Keep in mind that Gohan routinely neglects his training while Goku is much more dedicated. Goku has more practice than his son, so he was able to catch up, but Goku clearly has a higher ceiling.

Beerus
The God of Destruction does not force
