Because Dragonite is an incredibly powerful Pokémon, it's usually difficult to approach Dratini early in a Pokémon game. However, if you're willing to engage in a little parkour, there's a place where you can catch Dratini not long into the game.
Where to Find Dratini
Most of the Pokémon featured in Legends: ZA can be found in the Wild Zone, but Dratini, Dragonair, and Dragonite cannot be found. To catch Dratini or Dragonair, you need to: Head to the rooftop of Lumiose.

How to catch Dratini
