In both cases, the story clearly states that Shanks and Shamrock are similar in overall power. This means that Shamrock's Haki should be on the same level as Shanks' Haki. Above all, what confirms that Shamrock is a person with a high level of hockey manipulation ability comparable to Shanks is that he has the ability to completely erase his own existence. According to One Piece 4 Billion Volume, this is an advanced conqueror's hockey skill called Observation Killing, and is a skill that only Shanks can perform in One Piece, excluding Shamrock.
