Saint Imu Nerona's character design is unique. In general, One Piece characters have certain traits that are reflected very well in every design Oda draws. However, Nero and Imu are clearly different. In fact, at first glance you might say Imu doesn't look like a traditional One Piece character design at all, but that's what makes him incredibly unique.
Imu sports a somewhat feminine appearance, which is a prominent sign of royalty in various stories. Imu also sports white hair that covers half of her face and giant horns, which could signify a connection to the ancient giants of the One Piece world. At the same time, Imu has tan skin, which is incredibly rare in the One Piece world, and only the Lunarian race is known to have it. Additionally, the Imu have white tattoos all over their bodies, which may be a reference to their scientific abilities. The fact that Imu wears a black ring around his neck suggests that his Devil Fruit, Akumanomi, has been fully awakened. In addition, the weapon wielded by Imu looks similar to the Bisento and has a sharp blade on it, which is likely to fall into the category of advanced blades.
Oda's character design for the Lord of the World shows him supported by black wings and a pointed tail when transformed, once again implying that he possesses demonic powers. This is supported by the reveal of the Devil Fruit ability itself, which has no name but is titled “Devil's Fruit” or Akuma no Mi, solidifying the fact that this is the most powerful ability.

Disconnecting Imu from the Lunarians and Giants
The most notable features of Imu's appearance are her tan skin and gray-white hair. This is a characteristic of the moon race in the One Piece world that Oda established a long time ago in the Wano Kuni arc. The Lunarians were once known as the gods of the world, and are said to have long ago existed atop the Red Line, called the Land of the Gods. At some point, the World Government built Marijoa atop the Red Line, and the Lunarians dispersed across the world.
Now things are starting to add up and it appears that Imu may be one of the Lunarians primarily responsible for the extinction of this race, or at least half-Lunarian. It also makes sense why Imu decided to build Mariejois above the red line. Because it was originally going to be his home. Imu's horns also imply that he has some kind of connection to the giants of the world, but they could also be a key indicator of his Devil Fruit abilities, especially since he can transform into the devil himself. The connection to the giant race has not yet been confirmed, but is interesting nonetheless.
How the World Ruler's design represents Awakening abilities
Every time Oda presents Devil Fruit Awakening, he provides specific indicators that point to it. To the opponents one piece Oda, connected to the world and especially to the world government, is given a black cloud ring around his neck. Rob Lucci and Kaku both had this ring after utilizing their awakened Devil Fruit forms, as did the Five Elders. Shamrock demonstrated the power of Cerberus in the Elbaf Arc, and had a black ring around his neck, signifying that he used the Devil Fruit Awakening.

Imu also wields this dark ring, only in his case it has an eye embedded throughout it, hinting at his complete mastery of the fruit and the fact that he has surpassed all limits. It would be surprising if Nero or Imu's akumanomi had not awakened.

Obviously, Imu's character design is absolutely stunning from top to bottom. This character design is unique, and the feminine touch Oda gives it makes it even more interesting. Moreover, it reflects all of Imu's main traits very well and establishes him as a fearsome villain that Luffy and Loki will face in the Elbaf Arc. Of all the character designs Oda has worked on recently, Imu may have one of the most menacing yet surprisingly elegant designs, and fans absolutely cannot wait to see what the Sovereign of the World will make when he lands on the battlefield.
