This is because Ragnir guarded this devil fruit closely, and in the past, even Harald, who was at the same level as Rox, could not eat it. Loki was the only one who was able to eat it, and it gave him enough strength to overpower even Harald in battle.

The true form of this Devil Fruit is currently unknown, but it is clearly a mythical animal Devil Fruit with the power to overwhelm anyone.. Loki is easily on the same level as the legends of the One Piece world.Harald, Rocks, Roger, Garp, etc. With the legendary Devil Fruits of Ragnir and Elbaf, Loki will obviously have two powerful abilities at his disposal.
Shamrock Figarland may also have two Devil Fruit abilities.
Oda seems to be setting a new trend of powerful individuals with one or more Devil Fruit abilities at their disposal. Like Loki, Shamrock also possesses devil fruits and devil fruit weapons, making him an incredibly powerful individual.
It's only a matter of time before this new class of fighters with two Devil Fruit abilities becomes standard among One Piece's highest ranks, and as the story progresses, Oda will certainly make it very interesting.
