As time went by, more monsters appeared in the story and have continued to grow stronger ever since.
The greatest threat currently facing the ninja world comes in the form of Shinju, a monster born from the Ten Tails with the power of the Code. The divine liquor is known to be incredibly powerful. When they first appeared in the story, fans definitely recognized that their abilities were on a completely different level compared to the majority of the characters. This is because when Mamushi creates a clone of himself, his power is not split at all and his chakra is not stored up. The only thing that falls short is his intelligence, as is repeatedly made clear in the story. This means that when Mamushi cloned himself over 50 times, his power did not drop a single bit, and all 50 clones were equal to the Otsutsuki level of power he was introduced to.

Chocho shouldn't be strong enough to take down an Otsutsuki level threat. Of course, it goes without saying that the Mamushi clone's intelligence has dropped dramatically, but that doesn't mean he should be away from one of the Expansion Jutsu that the character in Naruto Part 1 can perform.
