To use Soothe Bell, you need to:

With the Soothe Bell equipped, any actions that increase your Pokémon's happiness will be more effective. For example, if you win a battle with a Pokémon wearing a Soothing Bell, its happiness level will increase more than if that Pokémon did not have the item.
Testing has shown that Soothe Bell offers: 50% bonus happiness increased activity Pokemon Legends: ZAIt is similar to previous games in the franchise. You can maximize a Pokemon's happiness by drinking Roserade Tea 6 times with the Pokemon in question. With the Soothe Bell equipped, you only need 3 Roserade cars to get maximum happiness.
