Once you've advanced enough, talk to Massimo near the bistro next to the ice rink. During this conversation, he will mention the difficulty he had in preparing food for the festival. To help him out, he will ask you to make him at least one iced drink and a plate of frosted pancakes.

Interestingly, these winter feast recipes cannot be made on a traditional stove. Even if you have all the ingredients, the option won't appear unless you use a penguin stove.
