Double Battle is a standard VGC format that you're probably familiar with if you've ever seen competitive Pokemon play. There are Pokémon that are made to be good partners in double battles. Several Pokemon are good for support, while others are good for setup.

Of course, this ultimately depends on the type of team you want to create. Regardless of which team you want to form, all of the Pokémon here are solid choices for dual battles.
Garchov
Garchov is great for not only single battles but also double battles. Having access to AoE moves like Earthquake, which deals decent damage to both opponents, and Outrage, which lets Garchomp make a 120 power move against a random opponent, you can wipe out both enemies on the opposing team, as it's a consistent attack that most opponents can't survive.
Pairing Garchomp with anything unaffected by Earthquake makes it a good partner, with moves like Swords Dance, which makes Garchomp more powerful, and Rock Tomb, which slows down opponents.

Charizard
Charizard has a wide range of applications and includes both X and Y options for Mega Evolution, making it versatile enough to fit whatever team you want to build. Set up Harsh Sunlight to take advantage of Charizard's speed and power, and in the same turn, blast enemies with Grass Solar Beam during Harsh Sunlight and destroy Water-type Pokémon that stand in your way.
You can set weather options, pair Charizard with a partner who can utilize them, and manipulate the battle to your liking. Burn your enemies, lower their stats, and make room for your partner Pokemon.
Primarina
Another Pokémon with a decent AoE attack set, Primarina also has a Fairy type, which helps deal with the quite popular Dragon type Pokémon, making it a great addition to dual fights.
Escape moves like Flip Turn provide an easy way to swap out, while Hyper Voice and Surf along with Dazzling Gleam attack everyone on the enemy team simultaneously. You can also play with your opponent's stats, making it easier for your partner Pokemon to keep up.
corvinite
Corviknight is very scary in his own right, and in dual combat he has some essential moves that can keep the enemy team intimidated. Taunt forces the enemy to only use one attack, potentially protecting Croviknight and his partner.
Corviknight can self-restore using Roost and has a variety of move types, so he'll likely cover any weaknesses his partner might have. U-turn is a great setup move in dual fights and is a staple of most Corviknight teams.
XCard Drill
Excadrill has several AoE move options that work really well in dual combat settings. Earthquake is a must, and moves like Iron Head can give you an advantage by causing one of the two enemies you're facing to flinch. Use Horn Drill to increase Excadrill's accuracy to OHKO your partner, set up Excadrill with Swords Dance, or set up enemies with Stealth Rock to help weaken the battlefield.
With Sand Rush and Sand Force as abilities, your partner can create a sandstorm for free, making them the perfect addition to dual combat with Excadrill, making them move faster or be stronger.
frog
A great option if you want to Mega Evolve and are looking for one of the new Ice-type Pokemon that can do it, Froslass has an AoE option in Blizzard just like any other Pokemon. Since it's already very powerful, other moves like Shadow Ball and Destiny Bond can help you eliminate your opponents.
Aurora Veil is a great setup for a double battle, reducing the damage taken by all team members from physical and special attacks by 1/3. You can set up a blizzard, utilize abilities, attack all enemies and defend your team, and even use Froslass to Mega Evolve in a double battle.
Mimikyu
Mimikyu is a great dual combat competitor as his disguise ability prevents him from being instantly destroyed. This allows you to set up oyu for your team, such as removing Trick Room if you are running a slow but powerful build. Most of your attacks are single target, but you get powerful Fairy and Ghost type physical type moves that deal incredible damage.
These physical moves bypass the resistance built up by special moves, giving you the opportunity to take down enemies after a few setups, and pair well with special attackers.
Whimsicot
Whimsicott emerges as the best support Pokemon. It's bulky enough to survive with a kit with tons of settings, so your team shouldn't have a kit for exactly that purpose. There's Tailwind to help your team outpace their opponents, and Sunny Day for the perfect weather setup with partners to help you make money.
Whimsicott comes with several utility options to help your team reduce the damage they take, taunt enemies, use Encore to force their hand, or use Helping Hand to make your partner's attacks stronger. It is truly a perfect double battle Pokémon.
Jenga
With access to Mega Evolution, Gengar is a good option for dual combat if you're looking for a Mega to add to your team. Sludge Wave attacks all Pokémon with a low percentage poison chance. Destiny Bond ensures that if Gengar goes down, one of your opponent's Pokémon will also go down, setting up a double battle arena.
Icy Wind is another option that deals decent AoE damage, but is mostly used to slow down both opponents. Gengar has a lot of utility in attacking multiple enemies and keeping the play field even, making him a great dual combat option.
