At what level should I evolve Pikachu into Raichu in Pokemon FireRed and LeafGreen?
Before getting into the actual content, The best level to evolve Pikachu into Raichu is after level 26 when you learn Thunderbolt.. The reason for waiting is because Raichu doesn't learn any moves when it levels up. So if you decide to jump the gun and get Raichu at level 20 or so, the moveset won't be in great shape, so you'll have to rely on getting TMs for Thunderbolt or Thunder to speed it up.
It's not the worst thing in the world, but to get the Thunderbolt TM you have to go to Celadon City (location of the fourth gym), rack up 4000 coins at the gaming corner and buy the TM at the merchandise counter next to it.
Pikachu can learn Thunder starting at level 41, but due to its low accuracy, Thunderbolt is a safer Electric-type move for Pikachu/Raichu. You can also find a Thunder TM in the power plant, but you'll need a Surf HM to reach it.
What about Move Relearner?
If you think you can take Raichu to Two Island's move relearner and later gain all of Pikachu's level-up moves again, you're mistaken! Skill Teachers only teach skills that Pokémon can learn on their own, and since Raichu has no level-up skills, there is nothing to relearn!
