Captain of the Buggy Pirates
Buggy is the captain of the Buggy Pirates and the current leader of the Cross Guild. The first time Luffy fought Buggy, Buggy wasn't a Warlord. He was just a notorious pirate from the East Blue. Luffy had to fight a buggy that threatened the peace of Orange Town.
Despite having a devil fruit, Buggy stood no chance against his opponent. In fact, it's entirely possible that Luffy would have beaten Buggy within minutes if he hadn't been stopped early in the arc. Unlike most of Luffy's victims, Buggy eventually found success through his forged reputation. When the world learned of Buggy's connection to the Roger Pirates and Shanks, he was named Warlord, and after the fall of Kaido and Big Mom, he became Emperor of the Seas.
Currently, Buggy is also looking for One Piece, increasing the possibility of meeting Luffy again. Unfortunately, Luffy is a league above Buggy, so the former will beat him once again without a problem.

Gekko Moria was another general defeated by Luffy. Many years before the current timeline, Moria was a powerful pirate who came into conflict with Kaido. But his mindset changed after losing his entire crew. Instead of recruiting new people, Moria began creating zombies that never die. Additionally, he became overly dependent on his Devil Fruit, which is why Luffy was able to defeat him. Despite this, Luffy needed the temporary “Nightmare” power-up to fight Gecko Moria.

Moria vs. Luffy showed how a person's willpower can change everything. After years of idleness, Moria lost interest in being a pirate. Meanwhile, Luffy loved a challenge, so he was always ready to fight no matter who his opponent was. After being defeated by Luffy, Moria's life fell apart, and the World Government even ordered his assassination. He was lucky to survive, but had to run away.

Luffy fought Doflamingo, the main villain of the Dressrosa arc. Doflamingo spent years terrorizing the people of Dressrosa because no one had the power to take him down. Thankfully for the citizens of Dressrosa, Luffy came to Dressrosa to defeat Doflamingo. But the latter will not go down without a fight.
Doflamingo had access to Ito Ito no Mi, a Paramecia-type Devil Fruit, which allowed him to create and control strings at will. The string created by the domain was also not easy to break. They could cut down giant meteors with ease, so cutting down humans wasn't a problem. Doflamingo was also able to use all three types of Haki, which added to his brutality as a warrior.
With so many outstanding abilities, it's no surprise that Luffy had no choice but to use Gear 4th against Doflamingo. There is no doubt that Doflamingo would have emerged the winner if the hero had not trained with Rayleigh.

Crocodile was the first warlord Luffy fought in One Piece, and served as the main antagonist of the Alabasta Arc. Luffy had to fight Crocodile because he was trying to destroy Alabasta, Vivi's country. In this issue, Luffy fought Crocodile three times, and surprisingly, the hero lost both encounters. Crocodile left him on the brink of death twice, but the protagonist survived. Finally, in the third time, Luffy realized Crocodile's weakness and eventually won.

Despite being introduced so early, Crocodile was far from an underdog. He possesses the power of Snasunami, which allows him to manipulate sand at will. This special ability was especially troublesome in dry countries like Alabasta, where there was little or no rain. In addition to creating sand, Crocodile can also drain moisture from his enemies' bodies, leaving them severely dehydrated. Currently, Crocodile serves as a co-founder of the Cross Guild along with Dracule Mihawk.

Dracule Mihawk is the most powerful swordsman in the world. In other words, there is absolutely no one who wields a sword better. Mihawk earned a fearsome reputation for hunting down marines, eventually forcing the World Government to offer him a place as one of the Seven Lords. Mihawk wields the Yoru, a black blade belonging to the Saijo Owazamono class.
Aside from swordsmanship, Mihawk is also excellent at using Haki. He is currently confirmed to have Armament and Observation Haki, but it is likely that he also has Conqueror Haki. Luffy and Mihawk have never had a proper one-on-one duel, and there's absolutely no chance they ever will. However, there was a brief fight at Marineford. Luffy knew he was inferior and tried to run away. However, if the current version of Luffy were to fight Mihawk, things would be different.

Blackbeard Pirates Captain
Marshall D. Teach, also known as Blackbeard, is the captain of the Blackbeard Pirates and one of the Four Emperors of the Seas. Blackbeard became emperor in such a short time that it's easy to forget that he was also a warlord. He met Luffy in Mock Town, but the two did not engage in battle until the Impel Down arc. Obviously, Blackbeard was on a higher level than Luffy, so he ended the fight quickly.
A lot has happened since then and both Luffy and Blackbeard are extremely overpowered now. The latter in particular is incredibly powerful. He is the only character in One Piece to have two Devil Fruits, and both are dangerous. Additionally, Blackbeard can also utilize two types of Haki. It's unknown whether he possesses Conqueror's Haki, but Oda would certainly have planned it.
