While she is definitely the most important woman in Denji's life along with Makima, Power takes last place on the list of romantic interests for one simple reason. They are brothers and sisters in every way. After the trials of the International Assassins arc, the two were able to have intimacy, but Denji was much better than that and was able to connect emotionally with Power rather than romantically.
They would bathe together and even sleep together, not out of lust but because they were damaged children who were afraid of the dark. Denji himself openly understands that although he loves Power, he has no romantic feelings at all and their spark is not physical. This is the only relationship where Denji is selfless. It is platonic love that defined his new vision of what it means to love someone unrequited.

Makima
Makima is the epitome of toxic manipulation. To her, all humans are merely a means to an end. She never loved Denji, but she loved the Chainsaw Man in him. Denji was just a bondage for her to hold on to her idol. She used his instinct for touch to do him a favor by ensuring a normal life and systematically ruining everything he loved. Her romance was a masterpiece of grooming and mental torture intended to destroy his soul and enable her to possess the hero of Hell. She is the weakest bond Denji has. Because it is based on lies. That is, a parasitic bondage that left him under the impression that he was a dog and not a human.
Himeno
Himeno is a complex character in Denji's life. As an experienced hunter who had lost too many partners, she needed relationships rather than the need to attend yet another funeral. Her “interest” in Denji was quite unethical, considering their age difference and the fact that her actual love interest, Aki, was too blinded by revenge to notice her.
But despite the red flags, she was one of the very few people who treated Denji like a human being. She wanted his heart not as a mission, but as a companion to help her forget the “easy revenge” that took her life. If they had been the same age she might have been the only woman to show him consistent, civilian love. Although it may be followed by a lot of smoking and mutual trauma, that's part of the charm of being in love.

To be honest, Kobeni is a literal reflection of Denji, but in an abstract way. In reality, no one really understands the plight of being a victim of the devil's world. Fumiko is another type of terror in Denji's life: an obsessive follower. She is a devout follower of the Public Safety Special Branch and claims to be a huge fan of the Chainsaw Man, to the point where she defends Denji in her own twisted ways. Her interest is no stronger than Makima's, except that it is superficial, although she seems to enjoy the chaos Denji causes. She is drawn to “heroes” and “legends” and often ignores real-life teenage boys struggling to support their pack of dogs and younger sister. She reminds Denji that even though he likes her, it's usually not for the right reasons.

Asa Mitaka
It was with Asa Mitaka that Denji finally met something that could be considered a true high school romance, even if it was a mess. They are both alienated from society and do not know how to function in normal society. The date at the aquarium was a nightmare of social anxiety and awkwardness, but it was real and their relationship felt genuine.
Asa does not come to Denji first as a skilled agent or manipulator, like Makima or Reger, but simply as a lonely girl looking for someone to relate to. Their relationship is based on the mutual energy of loners, which is why it's one of the most likable and strongest romantic possibilities in the series.
