Raccoon City has three subchapters. Resident Evil Requiemand 18 files to collect. Many of these files can be missed, so it's important to know where they go and how to get them. Below we'll show you a step-by-step guide to every file in Raccoon City for Resident Evil Requiem so you never get lost or have to start over.
The file locations below are listed in chronological order so you know what files are missing, and the most appropriate order to collect these files is from the beginning to East Raccoon City, Orphanage, and after RPD.
All files in East Raccoon City (RE9)
File #48 – Raccoon City Incident Report
This file is automatically unlocked after the opening cutscene of the Leon's Raccoon City chapter. The file can be found in the File menu.
File #49 – Raccoon City Incident Newspaper
Once you take control of Leon, start heading south on the street where you'll find this file on the pavement to your right, along with a discarded trash bag. It’s a few steps right in front of Leon’s car.
File #50 – Orders to the Corps of Engineers
Once inside the central camp, you can find this file on the desk inside the blue tent.
File #51 – Battery storage locations
Inside the underground parking lot, examine the locked main door and examine the battery box to collect this file.
File #52 – Inventory List
After leaving the underground parking lot and completing the cutscene to obtain the BSAA Container Key, go to the blue container in front of the Cedarbrook Apartments and look for this file in the chest.
File #53 – Corps of Engineers Memo
When you reach the Cedarbrook Apartments Roof, you can find this note next to a yellow container containing a broken signal receiver.
All files in Raccoon City Center (RE9)
File #54 – RPD Vigilance Report
Once inside the RPD, go to the save point in the main hall. Opposite the save point is a file in a dusty box.
File #55 – Top Secret Operation
You can find this file on a desk with an open book inside the Western Office.
File #56 – Incident Log
Go to the war room and look at the blue board in the center of the room.
File #57 – Guide Pamphlet File #57 won't be available until after the Orphanage section, so come back later. Skip to the orphanages section of this guide!
When you play as Leon again, try making your way through previously inaccessible areas of the RPD thanks to cutscenes. Turn around to the upper level on the east side of the main hall and you'll find this file on a couch.
File #58 – Library Card
To the south of the war room is a reception area with a ladder you can shoot up. If you enter the STARS office through the second floor hallway, you will find this file in the office drawer to the left of the door. Open a drawer, then press X in the open drawer to display the files.
File #59 – Barry's To Do List
You can find this file on the left desk inside the STARS office.
File #60 – Scavenger Hunt – Clue 1
Inside the STARS office, head over to the brown leather jacket hanging between the desks and look at this file.
File #61 – Scavenger Hunt – Clue 2
Enter the STARS office and find the open south locker containing this file.
File #62 – Photos
After obtaining Barry's to-do list and the library card, you can enter the library in the upper west corner to find books you can interact with. This book is located across the upstairs passage, on the left, to the right of the locked wooden door. Find this file by interacting with the book and opening its page.

File #63 – Toe Tags
Now that you're playing as Chloe, go to the underground chapel and enter the room with the black coffin. The first coffin on the right can be opened, revealing this file inside.
File #64 – Series 60 Results
After escaping the underground chapel, you will enter the laboratory. There is this open file on the desk inside the lab.
File #65 – New Researcher's Notes
You can also find this file behind the desk in the lab to the right.
Once you quit the lab, you won't be able to return to this section, so grab the orphanage file as soon as it appears!
