A dangerous member of the League of Villains, Toga is rarely seen without an evil grin plastered on his face. In many ways, Toga's design feels like Horikoshi created an ordinary schoolgirl, trying to find subtle ways to make her seem as cold and sinister as possible, creating a character whose appearance alone is easily surprising.

Shigaraki takes on several different appearances over the course of the story, but his debut design, which involves a severed hand covering most of his face and body, is without a doubt his most iconic and creepy-looking design. In this design, all that can be seen on Shigaraki's face is a single eye that appears to be either emotionless or has a sadistic expression when looking at his latest victim.

On the odd occasions when Shigaraki decides to take off his mask in early issues, such as when he approaches Deku at the mall, the menacing smile that covers his face makes him an even more sinister sight. The fact that Shigaraki can look so scary without being a physical powerhouse is a testament to Horikoshi's excellent character design. He can evoke those emotions from the reader and still make him seem quite weak as a hand-to-hand combatant.

Stein's unkempt and messy appearance symbolizes his role in society. He is far from a hero, and could even be considered a villain, but I personally don't see him this way, considering he only seeks to kill heroes who 'don't deserve the title'. As such, he may have similar aspects to the hero, such as his mask, but he also has swords and blades arrayed from head to toe, with long red and white rags billowing behind him.

Pair all of this with his demonic eyes that often glow in the dark, and you have a scary design that does an excellent job of emphasizing just how dangerous this guy really is. Although Stain took on a slightly more casual look later in the series, there was always an aura of intensity surrounding him when he sported his 'Hero Killer' guise.

Deku's terrifying vigilante design stands in stark contrast to his traditionally vibrant costumes.
