Mirio Togata – Le Million

Once considered a future symbol of peace, Mirio Togata was praised as the strongest and most capable student UA High had ever produced. Despite having many embarrassing situations as a child due to poor control of his Quirk, Togata worked harder than his peers to rise to the top, with a dream of one day saving a million people. His efforts were such that even his mentor Sir Nighteye saw him as the best candidate to succeed One for All and become the embodiment of Japan's new hope.

By the time the epilogue comes out, Mirio has achieved more than all that was expected of him and has become the number one hero he is today. This result didn't shock fans at all. That's because Lemillion proved to be an important part of the attack against All for One and his forces during the Final War Arc, one of the best in the series. Mirio was a true example of heroism, and his precise fighting style and unwavering determination could only be compared to that of All Might.

Todoroki Shoto – Shoto

Once a cold-hearted, selfish boy who wanted to destroy his father's legacy with revenge, Todoroki grew into a hero worthy of respect. Since his introduction, Shoto has been presented as one of the strongest members of Class 1-A, having been trained as a living weapon since childhood. It wasn't until his fight with Deku that Shoto was able to heal from his trauma, put his plans for revenge aside, and focus on becoming an incredible hero hopeful.

Arguably one of the most powerful in the entire world, his quirk, being half cold and half hot, allows him to control both fire and ice, making him an all-round versatile and impressive warrior. The battle with Dabi at the end of the Final War Arc proves how much Shoto has grown as a fighter, being able to nullify a heat blast that could vaporize everything in a matter of miles. It's no surprise that such a talented warrior would take the place of second-tier hero, as even Toshinori would be impressed by his strength.

Despite All Might's greatest contribution to society stemming from the immense power he used to protect Japan from the most powerful villain of all time, he was more than just a powerful warrior. Toshinori was a person who inspired courage, kindness, and happiness in others and actively made the world a better place through his actions. So even if some of the new heroes don't reach his power level, their impact on the world like Shoji is just as important.

In the Final War Arc, Mezo proved to be the advocate the Heteromorph-Type Quirked community needed, willing to sacrifice his life for equality for his people. The series makes it clear that discrimination against this group is widespread, and the shoji doesn't allow this issue to go unnoticed. By the time of the epilogue, Tentacole has become a symbol of hope and strength for Heteromorph-Types, much like All Might is for the general public.

Uraraka Ochako – Uravity

My Hero Academia There are many series with tragic and heartbreaking backstories, but few have hit it as hard as Himiko Toga. Abandoned by his family, rejected for his 'evil' whims, and manipulated into joining a terrorist organization to create a better future. One of the best female characters in the series, Uraraka was a first-hand witness to Toga's rise, fall, and ultimate redemption. This was her experience as she walked down the path of becoming a heroine.

According to the epilogue, Ochako used the pain of Toga's loss to begin Quirk counseling for 'vicious' Quirks, a program that the Hero Society should have instilled centuries ago. Uraraka saved thousands of children from falling down the same path as Toga by going to schools and helping them accept others with their own quirks and terrifying powers. She may never reach Toshinori's level of power, but her influence on the world is as pivotal as the Pillars of Peace.

Bakugou Katsuki – Dynamite

Although not a villain in the traditional sense, Katsuki Bakugo went through one of the best redemption arcs. My Hero Academia Japanese cartoon movie. He was undoubtedly powerful and had one of the most overwhelming and destructive traits, but his ego and lack of empathy kept him from coming out on top.

As the final user of One for All and the six Quirks dormant within it, Izuku is the only hero to objectively surpass All Might in both power and legacy. Despite starting out as a wayward boy who was bullied and rejected by his peers, Deku overcame all odds and established himself not just as a symbol of peace, but as a source of hope for the world.
