Usually, open world games give players complete freedom while also allowing them to live the lives of their dreams. Some games let you be a superhero capable of accomplishing amazing things, while others take you to peaceful lands where you can farm, build, and hang out at your leisure. Then, a select few games are all about gaining ultimate power and abusing it.
I'm not talking about the OP character physically here, but rather a politician or political agent who uses intimidation or information to get what they want. Surprisingly few open world games cast players in roles of political power. You are much more likely to be a traitor than a king, and the latter is commonly used in strategy games such as: Crusader Kings 3 and Tropico. However, there are some exceptions.
Fable 3 lets you become an evil king

October 26, 2010
In the first half of the year fable 3 You present yourself as a noble leader of a revolution whose goal is to overthrow his tyrannical brother. Since they can't do it alone, they spend the “campaign process” making all sorts of promises to various political forces, and these declarations are binding. You agree to place the prosperity of your kingdom and the happiness of your people first upon your ascension to the throne.

All Fable Games, Ranked
The Fable reboot is scheduled for release in 2026, but the Xbox game will have to be truly special to surpass Lionhead's original trilogy.
A really cool variation that most games don't try, fable 3 About halfway through the story, you are chosen as the new monarch, and you will rule Albion for the rest of the playthrough. As a king, you need 6.5 million gold coins to save your citizens from extinction. However, if you decide to become a good and honorable ruler, that goal increases by about 2 million. Morally sound decisions drain your funds, while corrupt choices fill them and provide a clear financial incentive to break your promises.
Do you want to become the beloved ruler of a bankrupt kingdom? Or a hated dictator of a stable and wealthy kingdom? Maybe you can have your cake and eat it too, but it's not easy.
In The Outer Worlds, you can be the weapon on the board.
corporate tyranny
outside world We exist in a world of extreme deregulation where humans exist only as corporate assets. Although not a man of power, the protagonist literally starts out as a cog in the machine as he passes the test to become a colonist. But after a trip to Halcyon doesn't go as planned, they awaken with new perspectives and options that could shape their fate. Now you can decide what type of “hero” you want to be – a freedom fighter who breaks down the Council's control over Halcyon. Conversely, it can help companies maintain power.
cyberpunk 2077 They can also act as corporate puppets, so they are commendable here.
Most people would probably side with Phineas against the board. Because that's clearly the most “regular” direction. There is also more content if you go the good way. But it's much more fun to be a bizarre and evil corporate soldier who participates in the starvation and systematic cleansing of Halycon's citizens. outside world You can present the board of directors as complete and utter idiots who are comically corrupt and you become their stooge.

Fallout 4 allows you to feed your army
military tyranny
This is a bit complicated.
fallout 4 No faction/path is presented as the clear best solution for both the protagonist and the Commonwealth. Given their history, reputation, power, and resources, the Brotherhood of Steel appears most likely to bring order and safety to the Wasteland. But these forces follow the mantras “might is right” and “for the greater good” and achieve their goals through authoritarian control and widespread sacrifice. The Brotherhood seeks to save humanity from the Institute, an act that would require them to hand over control.

All Saints Row games, ranked
The Saints Row series has had its highs and lows. Here's how every title in the franchise compares to one another.
Several quests will essentially have you play as a warlord for the Brotherhood, but “Feeding the Army” gives you the opportunity to abuse your authority in extremely nefarious ways. Basically, you need to get crops from farmers, and this can be achieved in a few ways (depending on your size and skills). In addition to simply buying crops, you can also threaten, persuade, or kill farmers, the latter three being certainly the most cost-effective ways to approach the situation. You'll have to pay a hefty cap to get the good route, but the fact that it's optional means you have to actively decide to be corrupt.
Saints Row 4 Cancer can be cured (for PR points)
presidential tyranny
After a brief introduction, Saints Row 4 We catch up with our protagonist at the White House and reveal that the gang's leader has somehow taken control of the free world. They (and you) will then have to make a very difficult choice: to choose between two executive bills: to cure cancer or to end world hunger. Which side will increase its approval rating the most?
surely, Saints Row 4 It's so over-the-top that it's basically a farce, and running for President of the United States involves exactly zero important decisions that affect the rest of the game. But this five-minute section doesn't paint you a picture of yourself in all your glory.
When an alien invasion occurs, you literally become an overpowering politician.
