Hokage is a title given to the head of Konohagakure, and is considered the strongest among ninja in the village. It is the Hokage's duty to protect the village from any threats it faces. Although Konoha has produced many strong and capable ninja over time, only seven have achieved this title.

This shows that the competition for this title will undoubtedly be tough and brutal. Despite these small numbers, there are many ninjas who were able to easily obtain such prestigious titles. Why they didn't get it depends on a number of reasons and has become one of the biggest assumptions in the entire series. Here are a few characters who deserved the title of Hokage but unfortunately failed to achieve it.

orochimaru

Orochimaru is a powerful shinobi who stands toe-to-toe with Jiraiya. He was a genius who was trained directly by Sarutobi Hiruzen and was his favorite student. He was a candidate for the position of Fourth Hokage, but was denied the position due to his inhumane experiments. His main goal was to learn all the secrets of the world, and he tried to achieve that by any means necessary. His strength and intelligence made him a strong candidate for the position of Hokage.

Sakumo Hatake

Sakumo is the most mysterious character in the entire series. He is said to be a man whose talent puts even the Leaf Sannin to shame, and his fame spreads throughout the ninja world. The Hidden Sand Village harbored deep hatred and fear for him even after his death. Furthermore, the fact that even people like Minato respect and respect him as a ninja says a lot about his skills. Unfortunately, he faced ridicule and committed suicide after saving his comrades, an act truly worthy of one who carries the will of fire.

Itachi Uchiha

Itachi needs no introduction as he is one of the best and most memorable characters in the series. He was a genius and a strong ninja whose spirit was similar to that of Keiji. His list of accomplishments is long and includes graduating at the young age of six and becoming captain of the Anbu Black Ops at the age of twelve. It is said that he was a talent that comes once in a hundred years. His talents and achievements make him an ideal person who could easily become Hokage.

Shisui Uchiha

Shisui was a man who had a reputation as the strongest Uchiha at the time. He was able to become a Jonin and later take charge of his own team in just four years. Even Itachi looked up to him for guidance and considered him an older brother. He was a feared shinobi whose genjutsu was considered one of the strongest. Even people like Danzo who hated the Uchiha recognized Shisui's strength. His death left so much to be desired, and his prime was never fully seen.

Jiraiya

Jiraiya was Naruto's teacher and one of the legendary Sannin. He was a powerful ninja who fought countless battles and survived in any harsh environment. His reputation as a capable shinobi was known throughout the ninja world, even to the likes of Akatsuki. His combat IQ was astounding, and he was able to deduce the truth of suffering in a short amount of time. He had many other accomplishments, and because of his height, he was offered the position of Hokage several times, but he turned them all down.

Fugaku Uchiha

Fugaku was the father of Itachi and Sasuke and also the leader of the Uchiha clan. He was another person who was a candidate for the position of Hokage due to his achievements during the Third Great Ninja War. During this time, he was feared for his genjutsu and was one of the few people who could handle the Nine Tails. He also awakened the Mangekyou Sharingan and was a phenomenal leader who ruled his clan with an iron fist. Fugaku has shown on many occasions the character of a great leader fit for the position of Hokage.
