To save everyone, we need to blame the two right fire starters. Life is Strange: ReunionTalk about Safi and prevent Jeannette, Noelle and Anthony from dying in the fire. This means that when Chloe decides to give Max the photo in the “Partners in Time” scene, Max has no reason to go back in time and leave Chloe.
The epilogue to Ending 1 shows Max and Chloe happy in a motel room (presumably while traveling) with a photo of Max next to her. The last two slides show Max holding a photo and a lighter in his other hand, implying that Max has burned the photo.

If you don't see the “Wall of Heroes” display outside the Turtles during the “Memorial” scene, it means that someone died in the fire. As a result, Max goes back in time and attempts to save it. But only if Chloe hands the photo to her at the end of the game during the “Partners in Time” scene.
The epilogue in Ending 2 first shows Max and Chloe at the mixing table, and then they are shown happy in a motel room. But then it changed to the two of them kissing goodbye, with Chloe crying alone in bed, Max holding a photo looking out at Caledon University, and finally, if the play decided to romance Chloe.
How to get ending 3 in life is a strange reunion
The third ending is as follows: Life is Strange: Reunion by Burning a photo with Chloe in the “Partner in Time” scene. It doesn't matter whether you saved everyone from the fire or not. Because burning photos means Max doesn't have to decide whether to turn back time or not. The only difference (which we don't see the outcome of) is that if someone died in the fire, Chloe would have to go on living knowing that Max could have gone back and saved people. But whether it caused more problems in the universe is never explained.
The epilogue to Ending 3 shows Max and Chloe returning to familiar locations in Arcadia Bay, including the diner where Chloe's mother works, the junkyard, and the bench by the lighthouse. If you love Chloe, the two kiss on a bench.
Is the best ending in life a strange reunion?
It depends on what you consider the “best” ending. A happy ending for Max and Chloe with no secrets, or a happy ending for the pair with Chloe bearing the burden of choice from Max? If you think the best ending is a couple with no secrets, aim for ending 1. We save everyone here and Chloe tells Max about the photo. However, if you think the best ending is Chloe relieving Max of her burden for once, then you should burn the photo at the end of the game to reach ending 3, regardless of whether everyone survives the fire or not.
Either way, ending 2 is definitely a “bad” ending. This is because there were casualties due to the fire. and Max leaves this version of Chloe to go back in time. And even if she ends up rescuing everyone from the fire, who knows if she'll ever be able to return to this particular version of Chloe.
