Accusing Ren of starting the fire with Chloe (saving Loretta and Owen).

Convince Safi not to commit suicide during the fire.

During the fire, turn on the sprinklers in the janitor's closet.

During a fire, locate and open all three valves.

Tell Noelle that Jeannette was at the observatory during the fire.

Provide Noelle with a mask during the fire.

Use the wrench to destroy the area where Anthony is trapped during the fire.
After Yasmin's speech at the Snapping Turtle, you'll find out whether you saved everyone or not. The Memorial Wall was instead turned into the Heroes' Wall, as it commemorates all those who saved lives during the fire. Whether you're a hero or a memorial wall, this is one of Max's collectible photo locations, and the final collectible podcast location is also on the deck chair on the dock outside the Snapping Turtle, so be sure to listen in before you quit the game.
Optional collectibles aside for now, if you miss any of the steps above, someone will die and you won't be able to unlock the “Super Max” trophy/achievement. If you choose to show Max the photo as Chloe at the end of the game, you also get the “bad” ending, where Max leaves Chloe alone and returns to the photo to save everyone again. But if you didn't save everyone, you can get Max and Chloe's “good” ending by burning the photo with Chloe.
Go back to the “Chloe's Decision” scene and blame Ren, and continue playing from there if you didn't blame the right person the first time. If you blamed Ren but not Vinh, go back to the “Max's Decision” scene and play from there instead. If you still can't convince Safi not to commit suicide, you may need to go back to the “Times in Turtle” scene and tell Safi about the fire, then play from there.

But you can make this conversation smoother by trusting Safi as Max throughout the game. This includes not telling Yasmin that she saw Safi and telling Safi about the fire in the “Times in Turtle” scene. And whatever you do, don't blame Safi for starting the fire.
