Dragon Ball: Sparking Zero dataminers have discovered evidence that all characters and forms missing from Budokai Tenkaichi 3 will eventually return.
Although it feels like the entire internet is very quick to turn against Sparking Zero, I have always maintained that it is one of the best Dragon Ball games. Even with this in mind, I was very happy to see the recent DLC trailer, which confirmed that Spike Chunsoft has heard all the complaints and is working to add everything missing from the base game.
This includes bringing back some strangely omitted characters like Super 17, Demon King Piccolo, and Super Saiyan Bardock, who all appeared in the trailer. But there have been plenty of hints that these three are just the beginning, and now it seems almost certain that everyone from Budokai Tenchi 3 will appear in the game.

On the Sparking Zero subreddit, Redditor Single_Recover_8036 shared a lengthy post that provides tons of evidence about Sparking Zero's future roadmap after poring over the game files and analyzing character IDs. It's a little complicated, but each character ID is determined by the 3D armature used, not by roster slot. This means that the form will remain with the same ID.
Are you still with me? Well, Single_Recover_8036 pointed out that there are a total of 32 characters (in counting form, of course) from Budokai Tenkaichi 3 that are currently missing from Sparking Zero. However, applying the character ID concatenation rules reduces that number to 19. accurately Number of empty “main slots” next to legacy characters in the game files.
This suggests that Spike Chunsoft always planned to include BT3 characters in Sparking Zero and make room for them. We'll have to wait and see whether they actually all get added, but the roster has room for every single character and form, suggesting that everyone from Arale to King Vegeta will have a chance to return.
Sparking Zero's files also hint at the game's future
If the idea of returning characters doesn't excite you that much, you might be interested to know that Single_Recover_8036 also found evidence for new characters related to Super and beyond. Champa's appearance in the trailer suggested he would appear in the game, but considering some character ID gaps found in the files, it's likely the entire Tournament of Champa arc will be covered.
Of course, unless Champa is simply a guest character in the episode battle…
Then there is Shallot, who has the highest character ID, far surpassing Daima's fighters. That huge gap also suggests that we might get more characters in later issues in the future (perhaps even going with the Galactic Patrol). Basically, Sparking Zero's character ID leaves plenty of room for a potentially massive amount of DLC.
