Usopp

Since Usopp is a sniper for the Straw Hat Pirates, he should be one of the stronger crew members, but he is not. He is part of the Weak Trio along with Chopper and Nami. After the Dressrosa Arc, Usopp's growth stagnated and he was unable to protect himself and his allies. Unfortunately, the same was true for the Elbaf arc.
The hero was a passenger throughout the arc and failed to contribute significantly. So, it would be no exaggeration to say that Usopp completely failed. However, it's worth remembering that Usopp is being kept weak on purpose. Oda has said several times that he wanted to keep Usopp weak and make him similar to a normal human in terms of strength. Hopefully, Oda will cut Usopp some slack and give him some new power-ups so he can compete against stronger opponents in the Final Saga.

Shepherd Somers

Somers Shepherd is a paladin who debuted in the Elbaf arc. He was summoned by Shamrock and Gunko to carry out their plan to conquer Elbaf and its inhabitants. Sommers was chosen because of his incredibly powerful Iba Iba no Mi. The Devil Fruit gave him the ability to create thorn vines at will, which he used to restrain his opponents.

Shepherd Somers was so merciless that he wasted no time in torturing everyone around him. He even managed to capture some of the Straw Hats, but was stopped by Scoper Gavan. What is surprising is that Somers lost without even a single hit. Although he has had a fair amount of success, Sommers should have achieved much more with his power level.

Nami

As a navigator for the Straw Hat Pirates, Nami is responsible for guiding the crew on their next route. Looking at East Blue Saga, it's clear that Nami is great at her job. In fact, there is no navigator in One Piece who does his job this well. She can even predict weather that is unrealistic for humans.
Unfortunately, Nami didn't get much of a chance to shine in Elbaf's arc. She was so far behind in power that she could not help her crew deal with the threat of the Paladins. As things stand, Nami may be considered a failure, but there's still room to change things.

Eustace Kidd

Eustass Kid is the captain of the Kid Pirates and one of the Supernovas. He gained great fame in a short time due to his ruthless nature. Unlike Luffy or Law, he doesn't care if innocent people get in his attack range. In fact, the Kid was infamous for his callous attitude.
The last episode Kid was relevant in was during the Wano Country arc, where he teamed up with Trafalgar Law to take down Big Mom. Following his success, Kid headed to Elbaf to find a man with a burn scar and get one step closer to One Piece. Upon reaching the seas of Elbaf, Kid learned that Shanks and his fleet were nearby. So the young pirate prepared a powerful attack to destroy the fleet. However, Shanks had already used Future Sight to foresee the attack and defeated Kid before the situation got out of hand. Not only was Kidd overpowered, but he also lost all of the Lord Poneglyphs in his possession.
While Kid was being beaten in the Egghead arc, the incident occurred near Elbaf.

Dory and Brogy

At least it wouldn't be ridiculous to claim that Dorry and Brogy were the MVPs of the Egghead arc. Thanks to their arrival on Egghead Island, the Straw Hats survived the Buster Call and were not wiped out by the Five Elders. The bounty also increased due to the duo's efforts. After their impressive showing in Egghead, it seemed clear that Dorry and Brogy would be standout characters in Elbaf.
But the reality was much different. The two had their moments, but nothing that would make them stars. They were ultimately turned into demons by Imu's Domi Reversi and thereafter began wreaking havoc on Elbaf.
