Where to find Spirit Arbiter and Circe in Throne and Liberty

Throne and Spirit of Liberty Arbiter Location

The most confusing part of this quest is the location of the Soul Arbiters and Circe. You can find the former near the Carmine Forest waypoint. The game should highlight potential locations on the map, but if you don't see anything, refer to the map above. You will also be able to farm some Manasteel Ore in this area as well.

Soul Arbiters seem to spawn rarely. If other players are also doing this quest, they have likely already killed the Soul Arbiters in the area. In this case, wait a few minutes for something else to appear.

Circe's place in Throne and Liberty

After defeating the Soul Arbiter, a soul will pop out of the ghostly remains. Follow it and you will reach the door to Sileus' Abyss. Circe is located right in front of the stairs further down into the dungeon.. However, there's a pretty good chance she won't be there when you get there, because another player in the area may have already taken her down. She is not difficult to fight, but upgrade your character accordingly.

Creating Circe can be a bit tricky. If she doesn't spawn after the spirit reaches its destination, try touching a nearby waypoint. If she still doesn't appear, you can go inside the Abyss of Syleus and the correct events will occur. If none of these work, your best bet is to do the following: Wait for someone else doing the same quest. If you see other players following the spirit into the open dungeon, wait for them at the edge of the stairs and see if Circe spawns.
