In episode 1166, Davy D. Xebec was alive and breathing, but not in a state of movement. It is no exaggeration to say that he could have survived if some members of the Rox Pirates had decided to help him. Unfortunately, most of them were leaving the island.
Xebec was lying on his back thinking about Roger and Garp. The legendary pirate wanted the two to leave the island because he wanted them to live. Garp was a regular infantryman tasked with aiding the Celestial Dragons. But the dragon's strong moral character would not let him stand by while the celestial dragons killed innocent people for fun. He even attacked a Celestial Dragon and a Senior Marine.
In One Piece Chapter 1166, Dragon was imprisoned and was talking to Garp there. Dragon informed Garp of his decision to quit the Marine Corps. He also told his father that he despised him. Garp didn't show any emotion and just answered, “Okay.” He also threw the key to the prison door from which the dragon used to escape.

In the early parts of the flashbacks, Harald and Xebec are often seen interacting with each other. The two met in Mariejois, where they crossed arms, creating a massive shockwave that wiped out everything within a few kilometers. Xebec was impressed by Harald's strength and wanted to recruit him. In fact, he tried several times, but Harald held firm. Unfortunately, their friendship deteriorated over time.

Other characters such as Whitebeard, Big Mom, Kaido, and Shiki have started their own crews. Meanwhile, Kuma escaped from the island and started a new life. Dragon learned the truth about the World Government, which caused him to leave the Marine Corps.
