Gol D. Roger and Ace were never able to spend time together because their son was executed by the World Government before he was even born. Despite Roger's status, Ace resented his parentage and father. Ace didn't even use Roger's name, which further proves how much he hated him. Still, there's no denying that Roger and Ace would have made a phenomenal duo.
In his prime, Roger was arguably the strongest character in One Piece and would have easily destroyed his opponents. However, Ace was nowhere near Roger's strengths and this caused his overall ranking to drop. Ace relied heavily on his Devil Fruit and was unable to use Haki like other top fighters.

Luffy has access to Gear 5th and can use all three types of Haki along with advanced transformations. During his short time as a pirate, he defeated Kaido, Kizaru, Doflamingo, and many others. On the other hand, the fact that Dragon is the supreme commander of the revolutionary army suggests that he is also a strong person. In his prime, Garp was one of the few characters that could rival Gol D. Roger. His hockey is far superior to that of any other Marine in history.

Harald was not only a great monarch, but he was also a phenomenal combatant, able to fight on equal footing with Xebec. In reality, Xebec never won a fair fight against him. Loki is not a shabby warrior either. He possesses legendary weapons and can use them appropriately. His skills caught the attention of the Holy Knights, who wanted him to join their group.
